基于可持续发展能力评价的资源性城市产业转型研究--以新疆克拉玛依市为例

资源型城市是我国城市类型中十分重要的一类城市，由于产业结构的单一性和区位的相对劣势，其发展存在着较大障碍，并不同程度地面临着资源枯竭之后城市如何持续发展这一严峻问题。本文以新疆克拉玛依市为例，运用层次分析法对克拉玛依市的可持续发展能力进行了定量分析，提出影响克拉玛依可持续发展的突出问题是其产业结构的单一化，通过对克拉玛依市产业结构现状的分析评价，提出了产业转型的战略选择及战略重点。以此作为典型实例分析，希望能给其它类似的城市、区域一些启示。

Problems of Industry Transformation Based on Sustainable Development Ability of Resource-based City--A Case Study on Karamay City, Xinjiang

Resources-based city is one of important city types in China.As a result of the industrial structure singleness and relative inferior position,it faces austere problems on how to continue its development after its resources are exhausted.Karamay lies in the border of the northwest of Xinjiang, is a typical resources-based city that is developed and constructed by oil exploration.Taking Karamay city of Xingjiang as an example,this paper quantitatively evaluates sustainable development ability of Karamay city with AHP methods.The study shows that Karamay is at weak sustainable developing stage , sustainable development ability is relatively weak.In the course of development of more than 40 years of Karamay, there are many factors restricting the development of the city.Besides two objective of water resource shortage and remote geographical position , the outstanding restricting factor to the city is singleness in economic industrial structure of Karamay City, which seriously hindered the sustainable development of the economy of Karamay.The prospect of Karamay lies in taking the path to sustainable development through the industrial transformation.The strategy of industrial transformation in Karamay City is to seek the structural insufficiency of supply-demand on the market,explore the diversified industry that foster new economic advantage,choose the surging industry as the leading industry.On one hand, Karamay should optimize production connection , impel the industrial structure to rationalization,realize rational distribution of resource advantage , reasonable development and comprehensive utilization through expanding,shrinking, reorganizing , innovating industry organizations; on the other hand, the city should promote the new leading industry to change and upgrade with the industrious structure, shake off dependence on single petroleum resources, guarantee the sustainable development of the city economy.
