河南省农村贫困人口分布特点与扶贫对策

Distribution of Rural Poverty Population of Henan Province and Its Countermeasures

First, the paper introduces the concept of people in pouerty and the detailed criteria of the classification, then the anthor suggest the main causes of the poverty in Henan province: the harass natural and social economic conditions, the failaue of the birth plan programme, the poor intelligent quality of the labor force etc. At the samc time, the author also summarize the achievements of poverty relieving programme as well as analysing the difficulty of poverty relieving. In the conclusion part of the article,the author proposes some countermeasures on the poverty relieving activity in the future.
