新疆城市分等与城镇土地基准价格体系的建立初探

本文通过对新疆城市化发展的绿洲依托，交通条件的改善，资源优势的发挥及历史机遇等动力因素分析，探讨城市化与城镇化土地基准价格评定中主要影响因素－商服繁华度，交通条件，基础设施完善度、环境状况、人口密度等之间的关系。

AN ELEMENTARY STUDY ON URBAN GRADES AND ESTABLISHMENT OF STANDARD PRICE SYSTEM OF URBAN LANDS IN XINJIANG

This paper discusses the relationship beteen the main infulent factors of urbanization and standard price of urban lands, such as commercial flourishing degree, communication conditions, perfection of infrastructure, environmental situation, population density, etc.based on the analyses on the oasis backing for urban development, improvement or communications, superiority of natural resources, historical opportunities, and other motive factors in Xingjiang. Combining factor analysis with determining analysis, the cities and towns in Xingjiang are classified into 5 grades by taking the corresponding factors related to urbanization, such as domestic total output value, per capita domestic total output value, proportions of output value or the secondary industry and the tertiary industry in domestic total output value, proprtion of industrial output value in the total output value of industry and agriculture, investment of capital construction, total value or retailcommordities, urban population, etc. Referring to the completed plans of standard price of urban lands, thc standard price of three land types including commercial land, residential land and industrial land are determined separately, and the standard price system or urban lands in Xinjiang is established, which can provide the bases for governments' macro-control of land price, collection of a tax on land use, profit distribution of compensated land use, etc.
