| 摘 要： | 随着知识经济的到来，信息已成为一种重要的社会资源，进一步开发信息资源，是经济发展的战略需要。目前，尽管信息资源得到了一定程度的开发，但仍处于起步阶段，全民信息意识的增强、信息基础设施的建设，人才的培养是信息资源开发的基本思路。
