| 摘 要： | 城市化是中国现代化进程中面临的一个重要问题。21世纪初期，中国城市化发展将进入快速发展的关键时期，开展城市化进程中的SEA，即在城市化决策的各个层次前瞻性地考虑政策、规划、计划及其替代方案的环境影响，有助于提高决策质量和实施可持续发展。文章对城市化进程中SEA的概念、对象、评价目标、评估指标体系和评价方法进行了初步探讨，并提出城市化进程中SEA的基本程序。

| Abstract: | Urbanization is a key problem in the course of the Chinese modernization, especially at the turn of thenew century when the development of the Chinese urbanization has come into a critical point. Strategic Environ-mental Assessment of the effect is an instrument of a special role for identification of not only problems and dan-gers but also benefits resulting from the policies, programs and p1ans connected with the urbanization. This pa-per studies on the connotation, the objects, the purpose, the standards, the indicators and the methods of SEAin the course of the urbanization. The working-procedure of SEA in the course of the urbanization was also intro-duced. |
