跨区域湖泊管理权分割及其对管理行为的影响——以太湖为例

以太湖例，运用参与式评估方法和问卷调查获得资料，对跨区域湖泊管理权分割问题进行了探讨，分析了太湖管理权在不同行政区域之间以及部门之间的配置情况。在此基础上，就湖泊管理权分割对涉湖泊管理组织（包括地方政府和各级管理部门）管理行为的影响进行了分析，结果表明：湖泊管理权的分割导致不同行政区域间、部门之间管理行为不协调，这些不协调的管理行为制约了跨区域湖泊管理目标的实现。最后，结合研究结论，提出了完善管理政策建议，即建立综合管理体制和创新湖泊管理机制等措施。

ADMINISTRATION RIGHTS DIVIDING OF TRANS-BOUNDARY LAKE AND ITS INFLUENCE ON GOVERNING BEHAVIORS:A CASE STUDY OF TAI LAKE

The administration fights dividing of trans-boundary lake was discussed with Tai Lake as an example in which the data was obtained by participatory appraisal and questionnaire survey, and the allocation of governing fights on Tai Lake between different administrative regions and departments in one administrative regions was analyzed. Given that, the impact of administration fights dividing which includes allocation between different administrative districts and departments on the governing behaviors was investigated. The result shows that the allocation of governing fights on Tai Lake causes the discordance of administration behaviors between different administrative districts and departments, which blocks the achievement of lake management goal and lowers the governing effect. Finally, some suggestions on how to improve lake governance are put forward, which include setting up integrated management system, innovating management mechanism and so on.
