| 摘 要： | 沿黄八省区在我国农业和生态中占有重要位置,横亘北方,地理地貌地质差别很大,发展极不平衡,但资源十分丰富,具有发展生态大农业的广阔空间.改革开放30年中,沿黄各省区科技支农取得可观成效,但农业滞后和生态问题仍然相当突出.需要重新认识农业的基础性和弱质性矛盾,廓清利用高科技特别是生物技术开发生态大农业的巨大潜力和广阔前景,明确今后的发展方向,采取有力措施,使之成为构建生态型大农业的巨型试验田.从现在起需要正视和克服沿黄地带的观念、体制、实力等方面一系列矛盾,大幅度增加科技投入,建立健全科技服务体系,有计划有重点分步骤攻克发展生态型大农业的技术难关,使之成为具有多样化的生态富民之乡.
