空心村综合整治与低碳乡村发展战略探讨

当前以低能耗、低污染、低排放为特征的低碳经济成为全球热点。我国日益加剧的农村空心化带来一系列的不良效应和生态环境问题。开展空心村综合整治,可以通过降低能耗、减少污染、减少排放和增加碳汇4个途径,引领乡村低碳产业发展,重塑农民生产、生活新观念与新模式。在统筹城乡发展和新农村建设的新形势下,深入探讨空心村整治的低碳经济战略,测算空心村整治增地潜力与固碳能力,研究空心村整治过程中的农村能源技术体系,构建空心村整治还林还田创新机制,可为空心村整治实践和低碳乡村发展提供科学决策依据。

Discussion on Hollowed Village Consolidation and Low-carbon Development Strategy in Chinese Rural Area

Low-carbon economy,possessing the basic characteristics of low energy consumption,low pollution and low emission,has become a research focus at home and abroad.The increasing intensification of rural hollowing in China is accompanied by a series of adverse effects and eco-environmental problems.In the process of hollowed village reconstruction,the development of low-carbon industries in rural area will be promoted by the ways of decreasing energy consumption,reducing pollution,reducing emission and increasing carbon sink.Under the background of guiding new countryside construction,reconstructing optimal rural space and balancing urban-rural development,the studies should be enhanced in the future on low-carbon economy strategy of hollowed village consolidation,potential assessment of increasing arable land and carbon sequestration in hollowed village consolidation,and the construction of rural energy system,etc.This study will provide a scientific basis for hollowed village consolidation and low-carbon rural development.
