西方区域多中心测度与效应研究进展

通过系统梳理西方多中心概念、测度与效应等方面的相关文献,发现多中心效应的不确定性与其定义的模糊性以及测度方法和指标的选择有关;某一尺度的多中心政策在其他尺度上会产生不同影响;历史特殊性和地方情景是影响多中心政策实施的关键因素。认为并不存在可适用于所有区域的空间组织模式和政策措施,今后的研究应仔细区分形态多中心与功能多中心,正确选择测度方法与指标。

A Review of the Measurements of the Polycentricity and Its Effectiveness

Through combing the concept of western polycentricity systematically,we can learn that its theoretical foundations and economic implications are still unknown and the concept of polycentricity still does not have a shared definition,or a shared measurement method.This paper tackles the problem of the definition,measurements and effectiveness of polycentricity by surveying the literature,and finds that polycentricity is the fuzzy paradigm.The uncertainty about the benefits of polycentricity is strongly related to the fuzziness of its definition.To achieve the major normative goals it is important to carefully differentiate morphological and functional polycentricity and to select the approaches and indicators.Due to its tendency to be scale-dependent,polycentric policies at a given scale may have very different effects on other spatial levels.Moreover,Historical specificities and local contexts are crucial to understand their regional functional geography.So implementing one model for all spaces can lead to unexpected consequences.
