面向电子政务的自然资源与地理空间数据整合方法研究

自然资源与地理空间数据库是电子政务建设的四大重要基础信息资源库之一，它是一个多层次、综合性的空间信息与属性信息集成的数据库。具有多业务类型、多尺度、多源性等特点。由于历史、数据政策、管理体制和技术等方面的原因，目前这些信息资源普遍是分散的、异构的和不同格式的，是仅与局部范围信息化应用相适应的“信息孤岛”。因此，通过对地理空间信息资源的整合，开发与提升新的应用，在电子政务建设中实现跨部门、跨地区、跨行业、跨应用系统之间的信息交换、数据共享、协同处理成为十分迫切的要求。本文将重点讨论面向电子政务的地理空间信息数据整合的原则与方法，信息共享及数据交换。以及地理空间信息数据整合与更新的技术路线与实现方法等问题。

Integration of Resources and Geospatial Data for the Implementation of E-Governance

The databases of the natural resources and geospatial information are the kinds of the four essential databases of the e-goverance development in China. They are the multi-level administrative, synthetic spatial and attribute database. This paper firstly describes characters of the database, including multiple professional work, multi-scale, multi-origin, etc. Then the principles and methods of the integration of resources and geospatial data for the e-governance construction are discussed. And the mechanismsof the data sharing and exchange of geospatialdata are outlined. Finally, to elaboratethe realization and the processes of the geospatial data integration, the technical routines and some cases are introduced in the paper.
