洞庭湖湿地发展模式研究

通过探讨洞庭湖湿地面临的洪水、人口、经济以及生态等方面的问题,研究了湿地的主要功能。利用洪水模型分析结果表明,洞庭湖湿地具有极大的洪水调节作用,而人类活动制约了这个功能的实现,并由此造成了一系列问题。通过历史和客观的经济社会发展分析,提出了“人一洪水一生态”在湿地区域建立“安全居住一风险生产”的理论发展模式,从而达到人与自然和谐相处的目的,并为国家有关宏观决策提供参考依据。

Study on the Wetland Developing Mode of Dongting Lake

By analyzing issues of flood, population, economy, ecology etc. that the wetland of Dongting Lake confronted before, the article comes to the conclusion that the chief task of the wetland in this region is to meet the need of flood control in the middle reaches of the Yangtze River. The computing result of flood model proves the great function of the wetland for flood regulating. However, it is the population that restricts the realization of the function, and thereby causes a series of problems. Therefore, through analyzing the historical and objective economic society development, the article puts forward the "Human-Flood-Ecology" to establishing the theoretical developing mode of "Safe Habitation-Risk Producing" on the wetland area; thereby, achieving the intention of harmonious relations between human and nature, and providing reference to the relevant macro decision-making of the nation.
