摘    要:用模糊综合评价法来评定洪水灾害等级是科学的,具有客观定量等优点。它将洪水灾害分为5个等级,即重、大、中、轻和微灾。其方法是:用灾害因素划定灾害等级,进行量级简化;转换隶属函数;求转换函数;求权重系数;建立灾害等级评估模型;确定模糊灾害等级。从模型计算结果来看,黑龙江省的洪水灾害是严重的,中灾平均2年发生一次,大灾平均5年发生一次,重灾平均15 ̄16年发生一次。

Abstract:To us the method of fuzzy overall evaluation that estimate flood grade is scientific and objective.It can be classified flood into five grades(gravity,great,middle,small and slight).The classified method is that use disaster factors to divide disaster grades,to simplify it's order,to translate it into function of administrative subordination,to compute it's translation function and it's weighting coefficient.Finally,the method is use to determine fuzzy disaster grades.The results show that flood in Heilongjing province is serious.
