| 摘 要： | 洪水资源化是获得水资源的新途径。本文解释了洪水资源化的理论基础．阐述了洪水资源化的概念及其基本内涵。分析了洪水资源化在淮河流域实行的必要性和可行性．提出了淮河流域洪水资源化利用的基本思路，并指出了实现淮河流域洪水资源化的主要途径。

| Abstract: | Flood resources utilization is a new way to get more water resources. This paper demonstrated theoretical base of flood resources utilization, and explained the conception of flood resources utilization in detail. This paper also analyzed the necessity and feasibility of flood resources utilization in the Huaihe River Basin, suggested how to utilize the flood resources in the Huaihe River Basin. |
