新世纪地勘产业组织构建的理论思考

计划经济体制下形成的传统地勘产业组织 ,即地勘单位及科研院所 ,不能从根本上适应社会主义市场经济条件下的地质勘查市场的需求。现有的改组、改造方案存在较大的局限性 ,我们不得不思考一个严峻的课题 ,那就是地勘单位的灭与生。现代地勘产业组织应是投资商、作业商、咨询商三足支撑 ,多种经济成分共存的产业组织体系 ,并将项目经理部建设作为工作重点 ,虚拟组织结构建设作为发展方向。为此应建设和培育现代地勘产业组织的生存与发展的支撑条件 :即形成地质勘查法规的立法体系 ,塑造地质勘查市场的微观运行机制 ,塑造地质勘查产品的质量管理体系 ,建立地勘行业的风险管理体系 ,建设地勘产业的信息网络 ,加大地勘专业市场知识的宣传普及力度。

ON THE THEORY OF ORGANIZATION FRAMEWORK CONSTRUCTION IN THE GEOLOGICAL EXPLORATION INDUSTRY OF CHINA IN THE NEW CENTURY

The traditional organization framework of geological exploration industry of China, which was formed under the plan economic system and included geological exploration units,scientific and research institutes, has not conformed to the geological exploration market under the socialist market economic system The present reforming scheme exists many limitations We are facing the challenge of life and death fate of geological exploration units A modern organization framework of geological exploration industry should be supported by three parts: investment business,operation business and consultation business The supportting conditions to construct a modern organization framework of geological exploration industry should be consisted of a legislative system to make geological exploration laws, a microcosmic operation mechnism to model a geological exploration market, a quaulity management system for geological exploration production, a risk taking management system and a information network for the geological exploration industry
