矿业权设置研究内容及工作技术路线

为了深化矿业权分类管理、推进我国矿业权审批制度改革、全面实行矿业权设置管理制度，提出了矿业权设置、矿业权设置方案概念及技术要点，指出矿业权设置不但需要开展政策、经济、技术等基础性研究，还要开展功能定位、适用性、合理性、保障措施等方面的研究。在此基础上规划了矿业权设置工作技术路线：依靠多专业技术团队，在国家矿产资源政策的指导下，分析现有地质资料，划分矿业权设置区及矿业权区块，对涉及开采总量控制矿种进行专题论证，并对汇总成果按技术要求进行编制。

Pointed out the mining right setting not only need carry out fundamental research of policy, economy, technology, but also aspects of function orientation, applicability, rationality and safeguards. On this basis planed mining right setting operational technical route：rely on multiple professional and technical teams, under the guidance of state mineral resource policies, analyze available geolog-ical data, divide mining right setting regions and blocks, carry out specific authentication on total mining amount controlled minerals, and compile result summary according to technical requirements.
