| 摘 要： | 海岛可持续发展的核心问题之一是产业结构优化和主导产业选择。通过对我国海岛县(区)三次产业相对竞争能力、产业结构与经济增长关系的分析,认为其产业结构层次低,竞争力弱,地域经济系统呈现经济脆弱性、环境脆弱性和社会脆弱性相互交织的状态。海岛经济发展必须以海岛生态环境的承载许可为前提,不存在统一的产业结构演进目标。海岛县(区)需要在市场开放、产业转移以及区域发展一体化的推动下,优化产业分工,稳定发展第一产业,有限发展第二产业,优先发展第三产业;在海洋生物资源、港口资源、旅游资源、空间资源等共同开发的基础上,因岛制宜,培育竞争能力强、生态环境友好型的主导产业。
