高校旅游消费的外部性及其内部化研究

摘    要:高校旅游一直是一个富有争议性的话题。从经济学的视角来看,高校旅游存在众多争议是因为其存在的外部性没有得到有效内部化。高校旅游的外部性主要表现为消费的正外部性和消费的负外部性,高校旅游消费外部性的根源在于其准公共物品的属性;高校旅游消费的外部性导致高校旅游需求不足或需求过量;高校旅游的外部性可以通过如下途径得以内部化:高校旅游管理体制的创新、矫正性补贴、合理收费、高校旅游开发的市场化运作、对旅游者进行社会准则教育等。

Abstract:College tourism has been a controversial topic,from the perspective of economics,it's because the existence of externalities and its uninternalization.On the basis of this,we carry out the research of the externalities of college tourism.Positive externalities and negative externalities are shown during college tourism.At the same time,externalities result in the deficiency or overabundance of the demand of college tourism.The attribute of quasipublic goods of college tourism leads to externalities.The externalities of college tourism should be internalized following these ways:making innovation of magement system,rectificative subsidy,charging in reason,managing in the market rule,carrying out the social rule of tourists,etc.
