| 摘 要： | 地下水是水资源的组成部分，是生态与环境的重要影响因素，具有资源功能、生态功能和地质环境功能。合理协调地下水不同使用功能之间的关系，加强地下水资源管理，合理开发利用和有效保护地下水资源，是提高地下水资源与环境保障能力的基础。在水资源短缺问题日益突出的现实下，河南平原人口密集区地下水资源利用，尤其是城市地下水超采以及引起的环境问题和地下水污染，必须引起高度重视。从勘查、规划、利用和保护等方面据出了会弹利用和有效保护地下水资源与环境的对策建议。
