摘    要:对永久基本农田实行特殊保护,体现了其在当前最严格耕地保护制度中的重要地位。本研究探析超大城市永久基本农田空间优化过程,明确重大建设项目占用永久基本农田补划流程,构建了永久基本农田补划综合评价模型,并以上海市为例进行实践探索。结果表明,采用评价模型能够高效地开展永久基本农田补划工作并提供科学完备的技术支撑,评价结果可以为永久基本农田空间布局优化提供较为科学合理的决策参考。

Abstract:The special protection of permanent basic farmland reflects its important position in the strictest farmland protection system currently.This study explored the spatial optimization process of permanent prime farmland in megacities,clarified the rezoning process of permanent prime farmland occupied by major construction projects,constructed a comprehensive evaluation model of permanent prime farmland addition,and took Shanghai as an example for practical exploration.The results showed that the evaluation model could carry out permanent prime farmland addition work effectively and provide scientific and complete technical support.The evaluation results provided a scientific and reasonable decision reference for the spatial layout optimization of permanent prime farmland.
