| 摘 要： | 我国土地管理部门为了解决与土地管理相关的计算机制图问题，利用CAD等制图软件生产出大量矢量图形数据。本文以新疆岳普湖县土地利用信息化建设过程为例，介绍运用GIS软件将传统县级土地管理信息资料，如各种纸图、CAD格式的数字图和附属文档等，转换成为GIS格式数据的总体技术路线和过程，并详细讨论转换过程中的图元关系对应、拓扑关系建立等关键技术。

| Abstract: | In order to solve the problems related to land management,the land management department of China produced a great deal of vector graphic data using CAD mapping software. Taking the construction procedure of land use informationization in Yuepuhu County of Xinjiang as an example,it introduced the overall technical route and flow of the transformation from traditional land management information （ such as various kind of paper map, digital map in CAD format and attaching documents, etc. ） in county level to GIS format data. It also discussed the correspondence relations of graphical elements, the construction of topological relations, and other key techniques during the transformation. |
