适应国家改革发展的公共气象服务模式探讨

依照适应国家改革发展的公共气象模式的内涵,分析了现行的公共气象服务模式中存在诸多不相适应的问题,并通过分析国内外典型的气象服务模式,发现气象服务模式与国家国民经济总量和科技水平有着内在的联系。结合我国实际提出了现阶段适应国家改革的高效率公共气象服务模式,建议开放省内专业气象服务市场,改组成立气象防灾减灾中心和国有商业气象服务公司。

The Discussion of How the Public Meteorological Service Mode Adapts the Development of National Reform

Basing on the c onnotation of how the public meteorological model adapts the national development and reform, the problems that do not conform to the pattern of current public meteorological services were analyzed. According to the contrastive analysis of domestic and foreign typical meteorological service modes, it found that the meteorological service mode was related internally to national economy and science and technology level. Considering the our current reality, an efficiency of public meteorological service mode was proposed to adapt national reform. It was recommended to open specialized meteorological service market, to restructure the meteorological disaster prevention and mitigation center and to establish state-owned commercial weather service company.
