围填海潜力定量评价模型在锦州湾围填海区域的应用

摘    要:围填海虽能缓解因经济发展及人口增长造成的土地资源问题,但是大规模不科学的围填海工程会严重破坏海洋资源,并对海域生态环境造成不可逆的改变。为科学管控围填海工程,需对其资源状况进行定量评价,进而为合理控制管控围填海资源规模提供一定的建议。本文以1991年、1995年、2000年、2005年、2010年及2014年锦州湾的Landsat TM/ETM+/OLI遥感影像作为数据源,提取并分析研究区海岸线以及围填海信息,计算围填海强度指数,并应用围填海潜力定量评价模型对锦州湾的围填海潜力状况进行分析。研究结果表明:(1)1991-2014年间,锦州湾围填海面积显著上升,围填海强度指数由49.64 hm2/km上升到88.05 hm2/km,等级由3级变为4级;(2)截至2014年,锦州湾围填海潜力指数P为1026.90 hm2。该结论可为科学规划并管控锦州湾围填海区域提供一定的参考。

Abstract:Although reclamation can alleviate land resource problems caused by economic development and population growth,large-scale unscientific reclamation projects will seriously damage marine resources and cause irreversible changes in the marine ecological environment.In order to scientifically control the reclamation project,it is necessary to quantitatively evaluate the potential,and then reasonably evaluate and control the scale of the reclamation project.This paper uses the Landsat TM/ETM+/OLI remote sensing images of the Jinzhou Bay in 1991,1995,2000,2005,2010 and 2014 as data sources to extract and analyze the coastline and reclamation information of the area and calculate the reclamation.The strength index and the potential evaluation model were used to analyze the reclamation potential of the Jinzhou Bay.The results show that:(1)During 1991-2014,the reclamation area increased significantly,and the surrounding reclamation strength index increased from 49.64 hm2/km to 88.05 hm2/km,and the grade changed from level 3 to level 4;(2)Up to 2014,the reclamation potential index P was 1026.90 hm2.This conclusion can provide a certain reference for scientific planning and control of the reclamation area of the Jinzhou Bay.
