馆陶县节水型社会建设的实践与探索

水资源紧缺及水环境污染已成为我国社会经济与城市建设可持续发展的重要制约因素。只有对有限的水资源进行合理配置，采取各种措施促进节水型社会的建设，才能为经济和社会发展提供有力的保障。从馆陶县面临的水资源紧缺形势和日趋严重的水环境问题出发，阐述了建设节水型社会的必要性，并针对馆陶县节水型社会建设现状和存在问题，从管理制度建设、深化和扩大节水试点建设、建立投融资长效机制、加强组织结构建设、水利信息化建设、加大宣传力度和提高公众参与程度等方面详细论述了馆陶县建设节水型社会的主要实践和探索，以期为本地和其他类似地方节水型社会建设提供一定的参考和借鉴。

Practices and Explorations of Water-saving Society Construction at GuanTao County

As water resource shortage and water environment pollution have become the main restraints for China’ s sus-tainable economic and urban development, it is only by making rational allocation for the limited water resource and implemen-ting various regulations to promote water-saving society construction that the society and economy can be developed smoothly. To slove the problems of water resources shortage and water environment pollution in Guantao county, this paper clarifies the necessity of building a water - saving society construction and presents and evaluates practices and explorations have been taken with the consideration of the status quo of the water-saving society construction in Guantao. Actions have been taken in-cludes setting up management regulations, expanding range of water-saving project, building long-acting investment and fi-nancing mechanism, strengthening construction of organizational structure, water conservancy informatization, strengthening advocation and increasing public participation.
