煤在开采和加工过程中可改变地下水pH值、使地下水遭到重金属、有机污染等。煤开采时要积极采取各种防范地下水污染的技术，推广煤燃烧前、燃烧过程、燃烧后的各种洁净技术。此外，要积极减少采矿时的废水排放量、开展井下污水的处理技术。
