东北老工业基地振兴与吉林省新型城市化的响应

振兴东北老工业基地是我国21世纪重要的区域开发战略,作为东北地区重要组成部分的吉林省如何抓住这个机遇,推进城市化进程,提高城市化质量,走出一条新型城市化之路,从而拉动区域经济的发展,已经成为一个亟待解决的问题。本文在振兴东北老工业基地这一宏观背景下,客观分析了吉林省城市化的现状特点、存在的主要问题以及未来发展趋势,指出吉林省新型城市化未来发展重点是加强长吉大都市和区域性中心城市的建设,积极发展中等城市,完善城镇体系,构建“一群三组团”的城市体系格局,形成职能分工明确、功能协调,具有较强的综合竞争力的城市群体。

Revitalization of the Old Industrial Base of Northeast China and the Response of New- type Urbanization of Jilin Province

The revitalization of the old industrial base of Northeast China is a significant regional development strategy. And, as an important region in Northeast China, Jilin Province faces desiderate problems as how to hold the opportunity, advance the urbanization process, improve the quality of urbanization, walk up a new-type way of new-type urbanization, and bring along development of the regional economy. From the macroscopical background of revitalization of the old industrial base of Northeast China, this paper analyses the actual character, subsistent problems and development trend objectively. It stresses that the development emphasis of new-type urbanization for Jilin Province in the future should include the following aspects: to promote the construction of Chang (chun) and Ji (lin) metropolises and the local focus cities; to develop the medium cities actively; to consummate the urban system; and to construct the urban development structure of "one agglomeration and three groups". As an urban community with stronger comprehensive competitiveness, it should have clear functional division and the harmonious function.
