关于完善我国防治荒漠化法律制度的思考

中国也是荒漠化问题相当严重的国家之一，估计全国土地约有27％沙化,目前我国的荒漠化防治立法工作已经取得了巨大的成就，《防沙治沙法》的出台标志着我国的荒漠化防治工作进入了法制化轨道。但是，随着经济的发展，现行立法并不能解决实际中出现的诸多问题，需要对现有的与荒漠化防治相关的环境资源保护立法加以补充、修改和完善。对此，笔者建议要从两方面加以完善和改进:一是对防治荒漠化的管理体制设置进行调整；二是要完善非政府主体的治理途径。

Thought about Improving the Legal System on Combating Desertification in Our Country

China is one of the countries suffered from serious desertification, where 27% of countrys land has been desertified. At present, the legislation for preventing and controlling desertification has been greatly achieved. The law of preventing and controlling desertification symbolized that the desertification control has been led into legal system in China. But with the economic development, the actual legislation is not able to solve a lot of practical problems. It is urgent to supplement, amend and consummate the relative legislation for protection of environmental resources. The authors suggest to consummate and improve this obstacle from the following two aspects: the adjustment of management system of desertification control and the improvement of non-governmental approaches.
