| 摘 要： | 随着旅游经济的迅速增长,旅游发展与环境、资源之间的矛盾日益突出.运用循环经济理论,发展旅游循环经济,是解决这种矛盾的重要方式和途径.应构建企业、产业、区域和社会不同层次上的旅游循环经济体系,将各层面上的旅游经济运行纳入到一个有机的可持续发展框架中.为保障、促进旅游循环经济发展,应建立完善的旅游循环经济法规体系、经济政策体系、技术支撑体系和宣传教育体系.
