地质勘查体制研究及发展态势

改革开放二十年来，我国国民经济发展迅猛，对矿产资源的需求量与日俱增，为使矿产资源供应能保证国民经济发展的持续性，就必须强化地质勘查工作，对计划经济体制下形成的、不适应经济发展需要的原有地勘队伍管理体制进行改革。地勘队伍实行属地化管理、企业化经营；对不同性质的地质勘查工作采取不同的管理方式，对基础性、公益性、战略性地质工作采取事业机制管理方式，将由新组建的中国地质调查局组织实施；对商业性地质勘查工作采取企业机制管理方式，逐步发展成为以经济效益为中心的自主经营、自负盈亏、自我发展的经济实体

ON THE REFORM OF MANAGEMENT SYSTEM OF GEOLOGICAL EXPLORATION UNITS

Since the reforming and opening up of China 20 years ago,the national economic development demonds more and more mineral resources.To ensurance the sustainable development of the society,the geological exploration work should be enhanced furthur.First of all,the old management system of geological exploration units should be reformed,for example,the adminastration and management right of Liaoning Geological and Mineral Resources Exploration and Development Bureau has been transferred to local goverment Liaoning Provincial Goverment.Basic,public welfare and strategic geologic work should be managed under institution system,and commercial geologic work should be managed and operated by themselves.
