| 摘 要： | 以农用分等成果为基础,探讨了不同等级耕地保有量预测方法.通过建立耕地利用质量等指数与单位标准量产量之间的数学模型,确定各等别的理论单位标准量产量,将其与区域粮食需求量相对照,构建最优线性规划模型,求出不同等别耕地保有量的最优方案,并以江苏省淮安市为例进行了实证研究.结果表明:该方法测算的耕地保护方案既体现了优先保护优等地的原则,又能保障在经济社会发展的同时遏制耕地数量迅速减少,具有一定的可操作性和实用性,为土地利用总体规划修编中耕地质量保护提供了依据. |
