| 摘 要： | 针对长期以来国有矿产资源没有作为资产，产权管理混乱，无偿占有使用，利用率低，流失浪费严重等现状，结合新矿法的实施，提出了矿产资源应实行资产化管理，明确产权，实行有偿使用，建立与社会主义市场经济相适应的国有矿产资源资产管理模式。

| Abstract: | In accordance with the present situation that national mineral resources haven't been regarded as state-owned property, they have been possessed without payment and used in low ratio, and they have been lost and wasted seriously as well as the management of their property rights has been in utter disorder for a long time, combining with the enforcement of new law of mineral resources, the author raises that national mineral resources shall be put into state-owned property management and used with compensation, and they shall be clearly distinguished whom their property rights belong to so that a suitable property management mode of national mineral resources will be established for socialist market economy. |
