如何规范地面人工影响天气作业安全事故调查

摘    要:为有效解决人工影响天气安全事故调查组织不够严密、调查方法不够完善、调查程序不够简明、调查报告撰写不够规范等问题,增强安全事故调查的科学性、规范性和权威性,运用现代安全管理原理,依据相关法律、法规和业务技术标准,在分析作业安全风险隐患与防控措施、研究安全事故的性质和分类的基础上,从"遵循调查原则、确定调查主体、优化调查流程、明确调查职责、掌握调查方法、科学分析事故、提交调查报告"等7个方面,提出了规范安全事故调查的建议,这将对今后的安全事故调查工作具有重要的指导意义。

Abstract:In order to effectively solve problems such as lack of rigorous investigation organization, inadequate investigation methods, insufficient investigation procedures, and inadequate standards of investigation report, and also in order to enhance the scientificity, standardization and authority of safety accident investigation, by applying modern safety management principles and according to relevant laws, regulations and business technical standards, based on the study of the classification of the safety accident, from seven aspects such as the "follow the principle of investigation, determine the investigation subject, optimize investigation process, clear the responsibility, grasp the method of investigation, scientific analysis of accident, submit the investigation report", some suggestions to regulate safety accident investigation are proposed in this paper, which will provide important guidance for future safety incident investigation.
