黄土高原贫困山区经济持续发展战略--以晋西黄土丘陵沟壑区为例

针对晋西黄土丘陵沟壑区的区情特点，在分析预测该区发展机遇和主要产品市场前景的基础上，提出了新时期新形势下的经济可持续发展的方向和重点，同时选出区域的重点产业和重点开发区，相对集中建设，以培植区域增长极，作为开发整治的依托，最后提出贫困山区科技扶贫、信息与联系协作扶贫、融资与项目扶贫等对策思路。其结论为：黄土高原贫困山区可持续发展同时肩负着脱贫致富与生态建设双重重任，须将经济开发与环境整治及科技进步

ECONOMY SUSTAINABLE DEVELOPMENT STRATEGY OF POVERTY MOUNTAINOUS AREA IN LOESS PLATEAU--TAKING THE LOESS HILL RAVINE REGION IN WESTERN SHANXI PROVINE AS AN EXAMPLE

The paper probes into economy sustainable development strategy of poverty mountainous area in Loess Plateau where ecology environment is weak,taking the special development and management region in the Loess hill ravine in western Shanxi province as an example, using the method of regional synthetical research. The authors bring forward the direction and emphases of sustainable economy development in new period based on analysis and forecast of the regional development chance and the market prospect of the main products, according to the situation of region, characteristics. That is, falling together simultaneously improving(soft and rigid )invest condition, inside and outside market environment and ecology environment. The paper chooses the important industry and major developing region in order to develop emphatically, at the same time , implantation regional increase pole,support developing and management the mountainous area. Finally, it sets forth countermeasures and thoughts of shedding poverty and getting rich. That is, supporting poverty by science and technology, by information and connection and cooperation, by finance and projects. The conclusion is that the regional persistence and corresponding development must combine economy development on environment management. On one hand, ecology environment building fund must be provided by economy development, and on the other hand, environment protecing and building must be industrialized and enter market. In the new period,its development must adapt modernization, information spend and internationalization,take new chance and challenge, developing emphatically economy agriculture and the third industry of traffic ,information, finance, trade business, facing international market, depending on science and technology progress, achieving conversion from coarse to intensive type economy, realizing two targets of sustainable development strategy of shedding poverty and getting rich and good ecology environment circulation.
