基于新区域主义的我国区域规划转型研究

回顾总结了西方国家从区域主义到新区域主义的发展演化过程,并重点阐释了20世纪80年代以来新区域主义所积极倡导的"多种涵义的区域空间、多层治理的决策方式、多方参与的协调-合作机制"等主要论点.在此基础上,应对于自1990年代起我国空间发展呈现出的"区域城市化"和"城市区域化"趋势特点以及区域规划领域存在问题,基于新区域主义的有益理论视角,针对性地提出了我国新一轮区域规划的制定和实施应主要通过树立正确的区域观念和更新区域规划理论依据、改变自上而下的传统规划思维、协调各类区域规划及其相关政策的空间效应,来加快推进区域规划实现功能、模式及体制等方面的重大战略转型.

Research on the Transition of Regional Planning in China Based on the Theoretical Vision of New Regionalism

The paper firstly reviews and summarises the evolvement from regionalism to new regionalism in western countries,and states some key normative concerns of new regionalism since its renewal from 1980s, which including aboundant meanings and features of region, multi-level of decision-making patterns of regional governance, and mechanisms of co-ordination and cooperation based on the partnership among many regional stakeholders. On the base of these work, against the background of urban regionalization and regional urbanization of spatial development trend and primary problems of regioanl planning in China since 1990s, with the helpful theoretical angle of view of new regionalism, it also pertinently puts forward that the new round of making and practice of regional planning in China should pressingly promote the strategical transitions of its function, pattern and system, mainly through establishing rational perspectives about region and renewing theoretical foundation of regional planning, changing up-down planning thinking and coordinating kinds of regional planning and spatial effect of their correlative policies.
