城中村改造中的主体利益分析与应对措施——基于土地发展权视角

加快城中村改造是城市与区域经济发展的必然要求,也是顺应城市化趋势、统筹城乡协调发展、实现城乡一体化的重要环节。从土地发展权的视角,以提高城市土地利用效率为核心,从制度设计和制度变迁动力的角度分析城中村的形成机制,对城中村改造各参与主体在改造的制度选择中的行为进行博弈分析。结果表明,集体土地的发展权属收益成为城中村改造中地方政府与村集体博弈的关键;土地产权制度创新是城中村改造的首要前提;实现城乡一体化是城中村改造的必然选择;城中村居民社会保障制度的建立与完善是城中村改造的根本保证。

The Countermeasures and Analysis on the Benefit of Main Participants in Reconstruction of Urban-village:Based on the Land Development Rights

Accelerating the reconstruction of urban-village is inevitable requirement of urban and regional economic development,which is also an important part of coordinated development and integration of urban and rural that responding to urbanization trends.From farmland development rights point of view,taking improving the efficiency of urban land reform as the core,this study analyzes the formation mechanism of urban-village from the system design and system dynamic,and the behavior of all participants in the reconstruction of urban-village in the game of choice.The results showed that: The benefit of collective-land development rights is the key to game of local government and the village collective in the reconstruction of urban-village.Land property system innovation is the most important prerequisite.The realization of urban and rural integration is an inevitable choice of reconstruction of the village.Establishment and perfection of social security system of village residents is the fundamental guarantee.
