| 摘 要： | 西江流域开发在大西南开发乃至整个西部大开发中具有十分重要的战略地位，但是，条块分割的管理模式导致区域利益摩擦是西江流域开发治理的主要制约性因素。一个科学、合理的流域管理体制，是实施流域可持续发展战略目标的基本组织保证。在对目前西江流域的开发管理体制及其存在的问题作了较为深入的分析和研究的基础上，提出了建立西江流域开发的目标模式，即以流域为单元的一体化管理；借鉴国外流域开发管理的有益经验，提出了西江流域开发管理机构构想－－建立经济实体性质的全流域企业。

| Abstract: | The development of Xijiang river basin has very important strategic position in the grand development of western China, especially in the development of whole southwest of China But, the management pattern that department and region break up results in the contradiction between regions It is not beneficial to sustainable development of economy and society in Xijiang river basin A scientific and rational management system is a basic organizational guarantee of sustainable development in a river area In this paper, the present management system and its problem in the river basin development are analyzed thoroughly, and the objective management model and system innovation in the Xijiang river basin development are put forward |
