干旱区矿产资源型城市可持续发展研究

在分析资源型城市成长动力和基本特征的基础上，提出了城市可持续发展的措施。由于资源枯竭、产业结构刚性和水资源的约束，使得资源型城市的发展受到严重的制约。因而其可持续发展的重点在于防止资源枯竭所引发的支柱型产业的衰退。围绕主导产业组群，对现有产业结构和资产存量进行调整，同时延伸主导产业链，衍生新的生产协作链；发展高效节水农业和第三产业，加强矿产资源型城市与区域的融合度，解除区位被动性和经济的“孤岛性”，提高区域竞争能力，并有针对性的进行市区及矿区环境建设。

Sustainable Development of the Mineral-resources-based Cities in Arid Areas

The mineral-resources-based cities are quite different from the general cities, and their sustainable development is based on the exploitable mineral resources. By taking Jiayuguan, Jinchang, Yumen and Baiyin cities in Gansu Province as the cases, in this paper a study on the sustainable development of the mineral-resources-based cities in arid areas is carried out. It is pointed out that the national staged and sloped investment is the key for the development of these mineral-resources-based cities, and some problems and contradictions occur. The development of the mineral-resources-based cities is seriously restricted due to the limited mineral resources, rigidity of the industrial structure, and environmental capacity, especially the shortage of water resources. Some measures for the sustainable development of these cities are put forward based on analyzing the developing driving forces and the basic characteristics of these cities, they are to avoid the exhaustion of the mineral resources, regulate the industrial structure, extend the chains of the dominant industries, develop the new cooperative production chains, water-saving agriculture and tertiary industry, strengthen the amalgamation of the mineral-resources-based cities with the localities, increase the regional competition capability, improve the local environment, etc.
