蒙阴县城乡建设用地增减挂钩工作经验探析

蒙阴县积极开展城乡建设用地增减挂钩工作,不仅缓解了建设用地压力,在改善农村居住环境、促进群众思想解放,增加集体经济收入、促进干群关系转变方面都发挥了积极作用,但也存在项目选址难、筹资渠道单一、群众思想工作难做、拆迁难度加大等问题。蒙阴县结合工作实际,不断总结工作经验,创新工作思路,建立了做好增减挂钩工作的长效机制,具有典型示范作用,可为其他地区更好开展此项工作提供有益借鉴。

Experiences on Decreasing Urban Construction Using Land and Increasing Rural Agricultural Land in Mengyin County

The work for decreasing urban construction using land and increasing rural agricultural using land has been carried out actively in Mengyin county.The work has eased the pressure of construction using land, and played an active role in improving rural living environment, promoting ideological liberation of the masses, increasing the collective income, and promoting relationship between the cadres and the masses. However, there are still several problems, such as the difficulty of project site selection, single channel of financing, difficulty of the mass ideological work, and increasing troubles of demolition. In order to innovate work ideas, key means have been put forward to solve the problems in this work in Mengyin county. It will provide some references for carrying out this work in other areas.
