Understanding people’s willingness to participate in projects and programmes of payments for ecosystem services (PES) has not been a key analytical concern of the scholarly literature around this new field of environmental policy and practice. This paper analyses participation in four communities benefiting from payments for biodiversity and carbon fixation in Mexico, and contrasts the results for each case with neighbouring communities that do not receive payments. We take a holistic approach that accounts for procedural rules, actors’ interactions, institutions and values, and individuals’ characteristics. We show that the nature of PES rules and the effectiveness of communication with government officers and NGOs influence resource managers’ ability and willingness to participate. We highlight community size, resource managers’ ability to diversify livelihood activities and local perspectives on the conservation of common forests, particularly sacred values and intergenerational concerns on forest conservation, as critical participation drivers. This analysis provides insights on why and how these new institutions may be attractive for some resource managers and permits to draw some recommendations for the future design of PES projects and programmes. 相似文献
The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management. 相似文献
Over 300 natural scientists in 53 nations are taking part in the Census of Marine Life (CoML) to investigate what lived, what lives, and what will live in the oceans. The CoML is a scientific experiment that is exploring the limits of ocean science. The paper discusses the potential applications of CoML research and the mechanisms by which the potential benefits can be measured and preserved. I recommend developing and integrating policy advisory committees with the natural science activities to both maximize the benefits of the research and to avoid unintended consequences. 相似文献
Macro-ecological theories relating species richness, abundance, range size, biological traits and environmental tolerance have rarely been tested in marine soft-sediments, despite the spatial extent of these habitats and the inherent richness of resident communities. This study examines the contribution of rare species to marine soft-sediment communities from New Zealand, focussing on the relationships of range size with abundance, environment, habitat diversity and life history traits. 54% of the 351 species sampled exhibited restricted ranges (found at ≤ 2 sites). In contrast to many terrestrial systems, we observed only a weak positive relationship between abundance and frequency of occurrence. Restricted-range species were not randomly distributed, with their distribution related to habitat characteristics, suggesting an important link between habitat diversity and rarity. They exhibited a similar range of traits to the total observed species pool, suggesting that they are not only important to biodiversity but could play a role in stability. Restricted range species were generally not small and this, together with the number of different biological traits represented, suggests that rare species are important to the functioning of marine systems. Thus, our results highlight the importance of considering rare species in habitat-based approaches to conservation. 相似文献
The Continuous Plankton Recorder (CPR) survey was conceived from the outset as a programme of applied research designed to assist the fishing industry. Its survival and continuing vigour after 70 years is a testament to its utility, which has been achieved in spite of great changes in our understanding of the marine environment and in our concerns over how to manage it. The CPR has been superseded in several respects by other technologies, such as acoustics and remote sensing, but it continues to provide unrivalled seasonal and geographic information about a wide range of zooplankton and phytoplankton taxa. The value of this coverage increases with time and provides the basis for placing recent observations into the context of long-term, large-scale variability and thus suggesting what the causes are likely to be. Information from the CPR is used extensively in judging environmental impacts and producing quality status reports (QSR); it has shown the distributions of fish stocks, which had not previously been exploited; it has pointed to the extent of ungrazed phytoplankton production in the North Atlantic, which was a vital element in establishing the importance of carbon sequestration by phytoplankton.The CPR continues to be the principal source of large-scale, long-term information about the plankton ecosystem of the North Atlantic. It has recently provided extensive information about the biodiversity of the plankton and about the distribution of introduced species. It serves as a valuable example for the design of future monitoring of the marine environment and it has been essential to the design and implementation of most North Atlantic plankton research. 相似文献
Floristic surveys, vegetation mapping, and detailed transect analyses rendered a macrophyte flora of 14 native and five alien taxa of flowering plants in the River Erft, a contributory of the River Rhine in Northrhine-Westphalia. Water temperatures of this river do not fall below 10 °C all the year round, for reasons of geothermically heated water discharged from nearby opencast mining areas. Macrophyte stand structures, composed of the neophytes Azolla filiculoides and Lemna minuta (floating) and Myriophyllum aquaticum, Egeria densa, and Vallisneria spiralis (rooted in the muddy or sandy ground of the river) are described and the ecological requirements of these taxa are characterized. The alien species can be seen as elements that increase the α-diversity of the aquatic vegetation of the River Erft. They do not replace any of the native species, even if shifts in the competition dynamics occur. The colonization by neophytes of the abnormally warmed River Erft can be appreciated as paradigmatic for trends in the macrophyte vegetation of medium-sized rivers in Central Europe when climate-related or discharge-based heating of the waterbody occurs and propagules of alien plants imported by waterfowl or – more important – plants from aquarium waste will find suitable places of existence and spread. 相似文献
The delivery of volcanogenic sulphur into the upper atmosphere by explosive eruptions is known to cause significant temporary climate cooling. Therefore, phreatomagmatic and phreatoplinian eruptions occurring during the final rifting stages of active flood basalt provinces provide a potent mechanism for triggering climate change.
During the early Eocene, the northeast Atlantic margin was subjected to repeated ashfall for 0.5 m.y. This was the result of extensive phreatomagmatic activity along 3000 km of the opening northeast Atlantic rift. These widespread, predominantly basaltic ashes are now preserved in marine sediments of the Balder Formation and its equivalents, and occur over an area extending from the Faroe Islands to Denmark and southern England. These ash-bearing sediments also contain pollen and spore floras derived from low diversity forests that grew in cooler, drier climates than were experienced either before or after these highly explosive eruptions. In addition, coeval plant macrofossil evidence from the Bighorn Basin, Wyoming, USA, also shows a comparable pattern of vegetation change. The coincidence of the ashes and cooler climate pollen and spore floras in northwest Europe identifies volcanism as the primary cause of climate cooling. Estimates show that whilst relatively few phreatomagmatic eruptive centres along the 3000 km opening rift system could readily generate 0.5–1 °C cooling, on an annual basis, only persistent or repeated volcanic phases would have been able to achieve the long-term cooling effect observed in the floral record. We propose that the cumulative effect of repeated Balder Formation eruptions initiated a biodiversity crisis in the northeast Atlantic margin forests. Only the decline of this persistent volcanic activity, and the subsequent climatic warming at the start of the Eocene Thermal Maximum allowed the growth of subtropical forests to develop across the region. 相似文献
Understanding the relationship between multi-level institutional linkages and conditions influencing the likelihood of successful collective action has practical and theoretical relevance to sustainable local resource governance. This paper studies the relationship between multi-level linkages and local autonomy, a facilitating condition found to increase the likelihood of local successful collective action. A technique known as fuzzy-set qualitative comparative analysis (fsQCA) was applied to a longitudinal comparative data set. In the context of the decentralization of a protected area system in Costa Rica (1986–2006), it traced the emergence and endurance of autonomy among local institutions for biodiversity conservation. The technique illustrates which set of multi-level linkages combined in different ways, and at different points in time, to reach the same outcome (local autonomy). The findings show that a unique set of combinations of multi-level linkages led to the emergence of local autonomy among institutions for biodiversity conservation governance. In contrast, a more diverse set was associated with the endurance of local autonomy over time, suggesting that institutional diversity may play a more prominent role in the maintenance of institutional robustness than in processes of institutional emergence. 相似文献
