Climate change disproportionately impacts the world’s poorest countries. A recent World Bank report highlighted that over 100 million people are at risk of falling into extreme poverty as a result of climate change. There is currently a lack of information about how to simultaneously address climate change and poverty. Climate change challenges provide an opportunity for those impacted most to come up with new and innovative technologies and solutions. This article uses an example from Mozambique where local and international partners are working side-by-side, to show how developing countries can simultaneously address climate change and poverty reduction using an ecosystem-based adaptation approach. Using ecosystem-based adaptation, a technique that uses the natural environment to help societies adapt to climate change, developing countries can lead the way to improve climate adaptation globally. This paradigm shift would help developing countries become leaders in ecosystem-based adaptation and green infrastructure techniques and has implications for climate policy worldwide.

POLICY RELEVANCE

The Paris Agreement resulting from the United Nations Framework Convention on Climate Change (UNFCCC) 21st Conference of Parties (COP 21) in December 2015 was rightly lauded for its global commitment to cut greenhouse gas emissions. However, COP 21 was also historic because of its call for non-party stakeholders to address climate change, inclusion of a global goal of ‘enhancing adaptive capacity, strengthening resilience and reducing vulnerability’, and the United States’ commitment of $800 million to adaptation funding. The combination of recognizing the need for new stakeholders to commit to climate change adaptation, the large impact climate change will have on the developing world, and providing access to funds for climate change adaptation creates a unique opportunity for developing countries to pave the way in adaptation policies in practices. Currently, developing countries are creating National Adaptation Plans (NAPs) for the UNFCCC. Through including a strong component of ecosystem-based adaptation in NAPs, developing countries can shape their countries’ policies, improve local institutions and governments, and facilitate a new generation of innovative leaders. Lessons learned in places like Mozambique can help lead the way in other regions facing similar climatic risks.  相似文献

Transport of salt in the Irminger Current, the northern branch of the Atlantic Subpolar Gyre coupling the eastern and western subpolar North Atlantic, plays an important role for climate variability across a wide range of time scales. High-resolution ocean modeling and observations indicate that salinities in the eastern subpolar North Atlantic decrease with enhanced circulation of the North Atlantic subpolar gyre (SPG). This has led to the perception that a stronger SPG also transports less salt westward. In this study, we analyze a regional ocean model and a comprehensive global coupled climate model, and show that a stronger SPG transports more salt in the Irminger Current irrespective of lower salinities in its source region. The additional salt converges in the Labrador Sea and the Irminger Basin by eddy transports, increases surface salinity in the western SPG, and favors more intense deep convection. This is part of a positive feedback mechanism with potentially large implications for climate variability and predictability.  相似文献

NASA's Deep Space 1 (DS1) spacecraft successfully encountered comet 19P/Borrelly near perihelion and the Miniature Integrated Camera and Spectrometer (MICAS) imaging system onboard DS1 returned the first high-resolution images of a Jupiter-family comet nucleus and surrounding environment. The images span solar phase angles from 88° to 52°, providing stereoscopic coverage of the dust coma and nucleus. Numerous surface features are revealed on the 8-km long nucleus in the highest resolution images(47–58 m pixel). A smooth, broad basin containing brighter regions and mesa-likestructures is present in the central part of the nucleus that seems to be the source ofjet-like dust features seen in the coma. High ridges seen along the jagged terminator lead to rugged terrain on both ends of the nucleus containing dark patches and smaller series of parallel grooves. No evidence of impact craters with diameters larger thanabout 200-m are present, indicating a young and active surface. The nucleus is very dark with albedo variations from 0.007 to 0.035. Short-wavelength, infrared spectra from 1.3 to 2.6 μm revealed a hot, dry surface consistent with less than about10% actively sublimating. Two types of dust features are seen: broad fans and highlycollimated “jets” in the sunward hemisphere that can be traced to the surface. The source region of the main jet feature, which resolved into at least three smaller “jets” near the surface, is consistent with an area around the rotation pole that is constantly illuminated by the sun during the encounter. Within a few nuclear radii, entrained dustis rapidly accelerated and fragmented and geometrical effects caused from extended source regions are present, as evidenced in radial intensity profiles centered on the jet features that show an increase in source strength with increasing cometocentric distance. Asymmetries in the dust from dayside to nightside are pronounced and may show evidence of lateral flow transporting dust to structures observed in the nightside coma. A summary of the initial results of the Deep Space 1 Mission is provided, highlighting the new knowledge that has been gained thus far.  相似文献

Non-destructive, non-contaminating, and relatively simple procedures can be used to measure the bulk density, grain density, and porosity of meteorites. Most stony meteorites show a relatively narrow range of densities, but differences within this range can be useful indicators of the abundance and oxidation state of iron and the presence or absence of volatiles. Typically, ordinary chondrites have a porosity of just under 10%, while most carbonaceous chondrites (with notable exceptions) are more than 20% porous. Such measurements provide important clues to the nature of the physical processes that formed and evolved both the meteorites themselves and their parent bodies. When compared with the densities of small solar system bodies, one can deduce the nature of asteroid and comet interiors, which in turn reflect the accretional and collisional environment of the early solar system.  相似文献

Detailed acoustic surveys of benthic sediments were conducted in July 1995 and September 1998 in the vicinity of Humboldt Bay, California. During these surveys, a band of enhanced acoustic backscatter was observed offshore from the bay entrance, approximately parallel to the isobaths, in water depths ranging from 16-24 m. In order to assess the cause of the increase in backscatter levels, a more comprehensive study was conducted in August and September 1999 using 100 kHz side-scan sonar, bottom grab sampling and underwater video recording. New observations indicated that a dense population of sand dollars ( Dendraster excentricus ) coincided with the enhanced backscatter band. Compared to the two previous acoustic studies, the central section of the band expanded westward by 180 m and the southern section of the band shifted eastward by 160 m, possibly resulting from a change in the biological or physical factors which influence the location and breadth of sand dollars. The relationship between high sand dollar abundance and enhanced acoustic backscatter was further verified in the nearshore region off Samoa Beach California, where a dense, banded population of sand dollars was previously observed. Video footage confirmed the presence of a band of sand dollars, also nominally parallel to the isobaths, in water depths of 8-15 m. A band of enhanced backscatter coincided with the dense sand dollar population. The identification of dense aggregations of sand dollars through enhanced acoustic backscatter could lead to the use of acoustic techniques to study sand dollar distributions and abundance.  相似文献

The Seve Nappes consist of long-transported thrust sheets belonging to the Upper Allochthon within the Scandinavian Caledonides. Eclogites from two different megalenses within the Seve Nappe Complex in Norrbotten (northern Sweden) have been dated with the Sm-Nd method. The two eclogite-bearing megalenses have been subjected to different pressure and temperature conditions during the high-pressure metamorphism. Garnet + omphacite + whole-rock from TS2 within the Tsäkkok Lens give an age of 505±18 Ma (2), I=0.512231±0.000024, MSWD=0.10. Garnet and whole-rock from TS5 and whole-rock TS3 also fall on the above isochron. The composite isochron gives an age of 503±18 Ma (2). These results are interpreted to date the peak of the high-pressure metamorphism (500–630° C and 12–15 kbars) for the Tsäkkok Lens. The eclogites in the Vaimok Lens (at Grapesvarre) were subjected to higher pressure and temperature conditions and more extensive reequilibration during the early cooling stages. Retrograde breakdown-reactions accompanied by retrograde zoning of relict garnet seems to be associated with disturbance of the Sm-Nd isotopic systems. In contrast, a sample with unzoned garnet and well preserved high-pressure mineralogy from Grapesvarre gives a Sm-Nd garnet + omphacite age of 503±14 Ma (2), I = 0.512010±0.000038 (2). The ages for the Seve eclogites are significantly older than the Sm-Nd eclogite dates from the Western Gneiss Region of Norway (WGR), suggesting the existence of at least two eclogite-forming events in the Caledonide Orogen. The younger event has been related to the main continent-continent collision stage of the Caledonian Orogeny, while the older event that led to the production of the Norrbotten eclogites must have taken place several hundred kilometres to the north and in a different tectonic setting more oceanward to the WGR. It appears that the older event (ca. 505 Ma) was restricted to the subduction of dyke-intruded sedimentary cover rocks which are thought to represent the rifted edge of the Baltic continent.  相似文献

We have constructed a new bathymetric chart of part of the Chile transform system, based mainly on an R/V “Endeavor” survey from 100°W to its intersection with the East Ridge of the Juan Fernandez microplate at 34°30′S, 109°15′W. A generally continuous lineated trend can be followed through the entire region, with the transform valley being relatively narrow and well-defined from 109°W to approximately 104°30′W. The fracture zone then widens to the east, with at least two probable en echelon offsets to the south at 104° and 102°W. Six new strike-slip mechanisms along the Chile Transform and one normal fault mechanism near the northern end of the Chile Rise, inverted together with other plate motion data from the eastern portion of the boundary, produce a new best fit Euler pole for the Nazca-Antarctic plate pair, providing tighter constraints on the relative plate motions.  相似文献

Tourism research in Canadian Geography departments goes back to the early 1950s with R.I. Wolfe's impact studies of vacation destinations in Ontario. Prior to that, most studies were of an in house type, conducted by government agencies and private corporations having a stake in tourism-Parks Canada, the Canadian Office of Tourism and the Canadian Pacific Corporation.The geographic approaches and concepts applied to the study field range from holistic-environmental studies originating from the Parks Canada mandate to analyses of tourist-related service industry operations. A number of major interest areas can be identified in the more conceptual geographic evolution: carrying capacity, land use differentiation, destination area impact, spatial linkage application to tourist area development, regional historical research to mention some. This paper provides an interpretation of how such concepts emerged on the scene of Canadian tourism research, by presenting them in an evolutionary-historical framework of analysis.  相似文献
