Achieving long-term climate mitigation goals in Japan faces several challenges, starting with the uncertain nuclear power policy after the 2011 earthquake, the uncertain availability and progress of energy technologies, as well as energy security concerns in light of a high dependency on fuel imports. The combined weight of these challenges needs to be clarified in terms of the energy system and macroeconomic impacts. We applied a general equilibrium energy economic model to assess these impacts on an 80% emission reduction target by 2050 considering several alternative scenarios for nuclear power deployment, technology availability, end use energy efficiency, and the price of fossil fuels. We found that achieving the mitigation target was feasible for all scenarios, with considerable reductions in total energy consumption (39%–50%), higher shares of low-carbon sources (43%–72% compared to 15%), and larger shares of electricity in the final energy supply (51%–58% compared to 42%). The economic impacts of limiting nuclear power by 2050 (3.5% GDP loss) were small compared to the lack of carbon capture and storage (CCS) (6.4% GDP loss). Mitigation scenarios led to an improvement in energy security indicators (trade dependency and diversity of primary energy sources) even in the absence of nuclear power. Moreover, preliminary analysis indicates that expanding the range of renewable energy resources can lower the macroeconomic impacts of the long term target considerably, and thus further in depth analysis is needed on this aspect.

Long-term scenarios developed by integrated assessment models are used in climate research to provide an indication of plausible long-term emissions of greenhouse gases and other radiatively active substances based on developments in the global energy system, land-use and the emissions associated with these systems. The phenomena that determine these long-term developments (several decades or even centuries) are very different than those that operate on a shorter time-scales (a few years). Nevertheless, in the literature, we still often find direct comparisons between short-term observations and long-term developments that do not take into account the differing dynamics over these time scales. In this letter, we discuss some of the differences between the factors that operate in the short term and those that operate in the long term. We use long-term historical emissions trends to show that short-term observations are very poor indicators of long-term future emissions developments. Based on this, we conclude that the performance of long-term scenarios should be evaluated against the appropriate, corresponding long-term variables and trends. The research community may facilitate this by developing appropriate data sets and protocols that can be used to test the performance of long-term scenarios and the models that produce them.  相似文献

The representative concentration pathways: an overview   总被引:20,自引:4,他引:16  
This paper summarizes the development process and main characteristics of the Representative Concentration Pathways (RCPs), a set of four new pathways developed for the climate modeling community as a basis for long-term and near-term modeling experiments. The four RCPs together span the range of year 2100 radiative forcing values found in the open literature, i.e. from 2.6 to 8.5 W/m2. The RCPs are the product of an innovative collaboration between integrated assessment modelers, climate modelers, terrestrial ecosystem modelers and emission inventory experts. The resulting product forms a comprehensive data set with high spatial and sectoral resolutions for the period extending to 2100. Land use and emissions of air pollutants and greenhouse gases are reported mostly at a 0.5?×?0.5 degree spatial resolution, with air pollutants also provided per sector (for well-mixed gases, a coarser resolution is used). The underlying integrated assessment model outputs for land use, atmospheric emissions and concentration data were harmonized across models and scenarios to ensure consistency with historical observations while preserving individual scenario trends. For most variables, the RCPs cover a wide range of the existing literature. The RCPs are supplemented with extensions (Extended Concentration Pathways, ECPs), which allow climate modeling experiments through the year 2300. The RCPs are an important development in climate research and provide a potential foundation for further research and assessment, including emissions mitigation and impact analysis.  相似文献

An emission pathway for stabilization at 6?Wm?2 radiative forcing   总被引:1,自引:0,他引:1  
Representative Concentration Pathway 6.0 (RCP6) is a pathway that describes trends in long-term, global emissions of greenhouse gases (GHGs), short-lived species, and land-use/land-cover change leading to a stabilisation of radiative forcing at 6.0 Watts per square meter (Wm?2) in the year 2100 without exceeding that value in prior years. Simulated with the Asia-Pacific Integrated Model (AIM), GHG emissions of RCP6 peak around 2060 and then decline through the rest of the century. The energy intensity improvement rates changes from 0.9% per year to 1.5% per year around 2060. Emissions are assumed to be reduced cost-effectively in any period through a global market for emissions permits. The exchange of CO2 between the atmosphere and terrestrial ecosystem through photosynthesis and respiration are estimated with the ecosystem model. The regional emissions, except CO2 and N2O, are downscaled to facilitate transfer to climate models.  相似文献

The RCP greenhouse gas concentrations and their extensions from 1765 to 2300   总被引:16,自引:2,他引:14  
We present the greenhouse gas concentrations for the Representative Concentration Pathways (RCPs) and their extensions beyond 2100, the Extended Concentration Pathways (ECPs). These projections include all major anthropogenic greenhouse gases and are a result of a multi-year effort to produce new scenarios for climate change research. We combine a suite of atmospheric concentration observations and emissions estimates for greenhouse gases (GHGs) through the historical period (1750?C2005) with harmonized emissions projected by four different Integrated Assessment Models for 2005?C2100. As concentrations are somewhat dependent on the future climate itself (due to climate feedbacks in the carbon and other gas cycles), we emulate median response characteristics of models assessed in the IPCC Fourth Assessment Report using the reduced-complexity carbon cycle climate model MAGICC6. Projected ??best-estimate?? global-mean surface temperature increases (using inter alia a climate sensitivity of 3°C) range from 1.5°C by 2100 for the lowest of the four RCPs, called both RCP3-PD and RCP2.6, to 4.5°C for the highest one, RCP8.5, relative to pre-industrial levels. Beyond 2100, we present the ECPs that are simple extensions of the RCPs, based on the assumption of either smoothly stabilizing concentrations or constant emissions: For example, the lower RCP2.6 pathway represents a strong mitigation scenario and is extended by assuming constant emissions after 2100 (including net negative CO2 emissions), leading to CO2 concentrations returning to 360 ppm by 2300. We also present the GHG concentrations for one supplementary extension, which illustrates the stringent emissions implications of attempting to go back to ECP4.5 concentration levels by 2250 after emissions during the 21st century followed the higher RCP6 scenario. Shaking table tests are performed on a one‐bay one‐story steel frame with superelastic Cu–Al–Mn shape memory alloy (SMA) tension braces. The frame is subjected to a series of scaled ground motions recorded during the 1995 Kobe earthquake, Japan. The test results demonstrate that the SMA braces are effective to prevent residual deformations and pinching. It is also shown that the time history responses observed from the shaking table tests agree well with the numerical predictions using a rate‐independent piecewise‐linear constitutive model calibrated to the quasi‐static component tests of the SMA braces. This suggests that the loading rate dependence of Cu–Al–Mn SMAs as well as the modeling error due to the piecewise linear approximation can be neglected in capturing the global response of the steel frame. Numerical simulations under a suite of near‐fault ground motion records are further performed using the calibrated analytical models to demonstrate the effectiveness of the SMA braces when the variability of near‐fault ground motions is taken into account. A stopper, or a deformation restraining device, is also proposed to prevent premature fracture of SMA bars in unexpectedly large ground motions while keeping the self‐centering capability in moderate to large ground motions. The feasibility of two low-carbon society (LCS) scenarios, one with and one without nuclear power and carbon capture and storage (CCS), is evaluated using the AIM/Enduse[Global] model. Both scenarios suggest that achieving a 50% emissions reduction target (relative to 1990 levels) by 2050 is technically feasible if locally suited technologies are introduced and the relevant policies, including necessary financial transfers, are appropriately implemented. In the scenario that includes nuclear and CCS options, it will be vital to consider the risks and acceptance of these technologies. In the scenario without these technologies, the challenge will be how to reduce energy service demand. In both scenarios, the estimated investment costs will be higher in non-Annex I countries than in Annex I countries. Finally, the enhancement of capacity building to support the deployment of locally suited technologies will be central to achieving an LCS.

Policy relevance

Policies to reduce GHG emissions up to 2050 are critical if the long-term target of stabilizing the climate is to be achieved. From a policy perspective, the cost and social acceptability of the policy used to reduce emissions are two of the key factors in determining the optimal pathways to achieve this. However, the nuclear accident at Fukushima highlighted the risk of depending on large-scale technologies for the provision of energy and has led to a backlash against the use of nuclear technology. It is found that if nuclear and CCS are used it will be technically feasible to halve GHG emissions by 2050, although very costly. However, although the cost of halving emissions will be about the same if neither nuclear nor CCS is used, a 50% reduction in emissions reduction will not be achievable unless the demand for energy service is substantially reduced.  相似文献

We present the results of the quasi‐static cyclic tensile tests of Cu–Al–Mn shape memory alloy (SMA) bars of 4 and 8 mm diameters to examine their superelasticity and other mechanical properties closely related to seismic applications. The present Cu–Al–Mn SMA bars have achieved the recovery strains of over 8% and the fracture strains of over 17%. Low‐cycle fatigue was observed in neither of the bars. The mechanical properties obtained from the test, along with the lower material cost and higher machinability than Ni–Ti SMAs, demonstrate the high potential of the present Cu–Al–Mn SMA bars to be used in seismic applications. This paper presents the results on shaking table tests of half‐scale brick walls performed to investigate the effectiveness of newly developed Cu–Al–Mn superelastic alloy (SEA) bars in retrofitting of historical masonry constructions. Problems associated with conventional steel reinforcing bars lie in degradation of stiffness and strength, or pinching phenomena, under cyclic loading, and presence of large residual cracks in structures during and after intense earthquakes. This paper attempts to resolve the problems by applying newly developed Cu–Al–Mn SEA bars, characterized by large recovery strain, low material cost, and high machinability, as partial replacements for steel bars. Sets of unreinforced, steel reinforced, and SEA‐reinforced specimens are subjected to scaled earthquake excitations in out‐of‐plane direction. Whereas steel‐reinforced specimens showed large residual inclinations, SEA‐reinforced specimens resulted in stable rocking response with slight residual inclinations. Corresponding nonlinear finite element (FE) models are developed to simulate the experimental observations. The FE models are further used to examine the sensitivity of the response with respect to the variations in experimental conditions. Both the experimental and numerical results demonstrate the superiority of Cu–Al–Mn SEA bars to conventional steel reinforcing bars in avoiding pinching phenomena.
