鹤壁市土地储备机制效益分析

自2004年4月,鹤壁市建立土地储备制度,经过三年多的运作和不断完善,初步形成了一套符合鹤壁市实际的土地收购、储备、供应机制,为促进城市建设和经济发展发挥了积极的作用. 一、鹤壁市土地储备机制的运行方式     

影响鸢乌贼手钓上钩率的因子探讨

根据印度洋西北部鸢乌贼（Sym plectoteuthis oualaniensis）作业渔场的现场调查数据．分析了作业水深、作业时段、摄食等级和月相等因子对手钓上钩率的影响。统计表明．晚上、午夜和凌晨3个不同时段和不同作业水深对手钓上钩率均有显著性影响。3个时段中，其摄食等级呈先低后高再低的现象。午夜和凌展，上钩率的变化趋势与摄食等级的变化趋势呈显著的负相关。在月相的影响下．离朔日三四天之前，手钓产量呈上升趋势；离望日五六天之前。手钓产量呈明显的下降趋势。     

BRINGING FORWARD OF THE CONCEPT OF COGIS AND ITS ARCHITECUTRE RESEARCH

Based on the analysis of the development of GIS technology and application,this paper brought forward the concept of GoGIS,namely Cooperative GIS ,CoGIS is GIS facing group-users and supporting human-human interaction,which makes it differ from the former GISs,Then,the characteristics of general Computer Spport Cooperative Work (CSCW)applications and the complexity of Geographic Information Science were analyzed,and the conclusion the CoGIS was not a simple GIS layer on CSCW was reached,Further,this paper gaver the hierarchical architecture of CoGIS,and analyzed the coperative platform in detail from the following:1)basic elements;2) collaboration patterns;3) cooperation control mechanism;4) synchronization mechanism;5) security and 6) group communication and so on.With those,the problems about GIS applications are discussed,such as 1)distributed multi-source GIS information and knowledge sharing platform;2)the fusion and visualization of GIS information;3)virtual reality cooperative modeling;4) dymamic simulation;5)expert system and 6) decision-making.Finally,this paper analyzed CoGIS application mode in brief.     

完善机制保障农民合法权益

近几年来。嘉兴市在推进城市化进程中，土地征用的面积较大。从1993年至今。嘉兴市区城市规划内累计征地6．5万余亩。涉及失地农民4．86万人。如何妥善处理好土地征用与土地承包之间的关系，保护被征地农民的利益。解决好被征地农民的社会保障问题。是摆在各级政府面前的一道课题。市区从1993年起。开始探索“土地换保障”的征地新机制。使失去土地的农民得到了长期的基本生活保障。城市化得到稳步推进，达到了经济发展和社会稳定的双重目标。     

土地信访工作的实践与对策

信访工作历来是我党和政府发扬民主、体察民情、接受群众监督的重要渠道，是联系群众的“桥梁”和“纽带”。党的三代领导都十分重视信访工作。党中央也曾反复强调，新时期“信访工作只能加强不能削弱”。土地信访是党的群众路线和群众工作的重要组成部分，也是国土资源管理工作的重要组成部分。国土资源管理的各项政策法规能不能得到有效地贯彻执行，很大程度上要取决于人民群众是否真心拥护和支持。土     

拓展用地空间 完善市场机制

土地是宝贵的不可再生资源。一个国家惟有土地不能进口，如果不注意节约土地，任由“卖地生财”，那么必然导致发展的不可持续性。胡锦涛总书记曾在中央人口资源环境工作座谈会上指出：“国土资源工作，要坚持节约为主，开发和节约并举，最大限度地发挥资源的经济效益、社会效益和环境效益，为全面建设小康社会提供资源保障。”     

STUDY ON DEVELOPMENT STRATEGY OF SHIPPING CENTERS AND TRANSPORTATION NETWORKS IN THE YELLOW SEA RIM IN THE YELLOW SEA RIM

It is very important to establish cooperative mechanism to guarantee all members to develop their e-conomies in the Yellow Sea Rim. In this paper, the development strategies ofshipplng centers and transportation networkare discussed based on economic giobalization tendency. The results argue that a united transportation network should bebuilt in order to promote the economic competition of Northeast Asia in the world. As a key component of the economiccooperation, a hierarchical shipping centers network should be established with Hong Kong, Shanghai, Pusan, Koho,and Tokyo as cores. The authorities of China, Japan, R. O. Korea and D. P. B. Korea should make more efforts tobuild a set of cooperation institutions based on raising the transportation efficiency.
