Cyclic triaxial tests on reconstituted sand samples are broadly employed in practice while they ignore the inherent characteristics of soil in field condition such as aging, fabric, and prior strain history. Relative state parameter index, ξR, is utilized in a probabilistic framework to adjust the cyclic triaxial resistance ratio of sands at 15 uniform cycles (CRRtx,15) to field condition. A wide-ranging database containing the results of cyclic triaxial tests conducted on reconstituted samples has been compiled to derive a correlation between relative state parameter index (ξR) and triaxial cyclic resistance ratio. The adjustment coefficients proposed by researchers are employed to correct CRRtx,15−ξR relationship for actual field condition. The adjusted CRRtx,15−ξR relationships are applied to a database of field liquefaction case histories composed of both SPT and CPT based data and their performances in field condition are evaluated. It is demonstrated that constant triaxial-to-field adjusting coefficients cannot ever predict conservative results. Logistic regression method is employed to derive a field probabilistic criterion that obtains the likelihood of liquefaction initiation in terms of ξR. The ξR-based boundary curve standing for 20% likelihood of liquefaction initiation is found to be the most conservative limit state boundary to be used in field conditions. Finally, the triaxial and field CRR−ξR relationships are composed and a probabilistic triaxial-to-field adjustment coefficient is proposed in terms of ξR and a given liquefaction probability. Water quality management in distribution networks is directly related to spatial distribution of chlorine boosters and its dosages. Water chlorination is essential to reduce the effects of bacterial and other microbiological contaminants. A higher dosage of chlorine generates harmful by-products in addition to changes in drinking water’s taste and odor. The optimization of chlorine dosage is necessary to decrease the microbial contaminants that affect water quality. Once the chlorine threshold is determined for microbial contaminant, it will help decision makers suggest optimal values. These decisions can rely on the estimated water quality index (WQI). WQI is an index to evaluate water quality and can be linked to adequate residual chlorine with optimal booster dosage, numbers, and locations in water distribution network (WDN). The city of Al-Khobar, Saudi Arabia’s WDN was selected to validate the application of this study. Based on geographic location, the city Al-Khobar water network was divided into five zones. The initial temporal and spatial analysis pointed out poor water quality zones. EPANET, a modeling and simulating software, was applied to evaluate the WQI. Those EPANET results were then integrated with an optimization model. This paper examines the gravitational collapse in plane symmetry with a perfect fluid using a linear equation of state p=kρ. We find a class of collapse models satisfying the Einstein field equations and also the regularity as well as energy conditions. For a given initial data, the outcome of the collapse turns out to be a black membrane or a naked singularity depending upon the equation of state parameter.
