For nearly a decade the La Paz-El Alto concession in Bolivia was heralded by donor organizations, the state and the commercial water industry alike as an emblematic ‘pro-poor’ water concession under the private sector model. Managed by one of the largest water multinationals in the world (the French company Suez), the network was extended beyond the new connections required by the original ‘pro-poor’ contract, acclaimed as a pioneer of new pro-poor technologies and frequently disseminated internationally as an example of best practice. This paper analyses the La Paz-El Alto concession’s pro-poor image focusing on issues of social exclusion and network extension, contract negotiation, participation and transparency. It documents the rise of social protest about the concession and critiques the failure of neoliberal regulatory systems to promote accountability to the poor. In the context of the continued transnationalisation of the water industry the paper highlights the need for new mechanisms and delivery models to ensure greater national control over private companies and the development of a framework for international water governance.  相似文献

The lowest stratigraphic unit of Theopetra cave (Greece) contains a Middle Palaeolithic sequence radiocarbon dated to between 46 and 35 ka BP; at the limit of this dating method. The upper part of this sequence has yielded late Middle Palaeolithic lithic assemblages containing several early Upper Palaeolithic artifacts. To get more precise dates for the human occupation of the cave, burnt flint specimens from these Middle Palaeolithic layers were dated by thermoluminescence. The dates obtained are coherent and indicate that the first human occupation of the cave took place at the end of isotopic stage 6 or more probably at the beginning of stage 5, much earlier than previously proposed. In the light of this new evidence, it is reasonable to assume that: (a) Theopetra contains the oldest dated Middle Palaeolithic deposits of Greece and (b) that the assemblages first interpreted as “Transitional Middle/Upper Palaeolithic” industries may be the result of post-depositional mixing of cultural material.  相似文献

Concentration–discharge relationships have been widely used as clues to the hydrochemical processes that control runoff chemistry. Here we examine concentration–discharge relationships for solutes produced primarily by mineral weathering in 59 geochemically diverse US catchments. We show that these catchments exhibit nearly chemostatic behaviour; their stream concentrations of weathering products such as Ca, Mg, Na, and Si typically vary by factors of only 3 to 20 while discharge varies by several orders of magnitude. Similar patterns are observed at the inter‐annual time scale. This behaviour implies that solute concentrations in stream water are not determined by simple dilution of a fixed solute flux by a variable flux of water, and that rates of solute production and/or mobilization must be nearly proportional to water fluxes, both on storm and inter‐annual timescales. We compared these catchments' concentration–discharge relationships to the predictions of several simple hydrological and geochemical models. Most of these models can be forced to approximately fit the observed concentration–discharge relationships, but often only by assuming unrealistic or internally inconsistent parameter values. We propose a new model that also fits the data and may be more robust. We suggest possible tests of the new model for future studies. The relative stability of concentration under widely varying discharge may help make aquatic environments habitable. It also implies that fluxes of weathering solutes in streams, and thus fluxes of alkalinity to the oceans, are determined primarily by water fluxes. 90 Sr concentrations,resulting from the Chernobyl NPP accident,were determined in the salt lakes of the Crimea(Lakes Kiyatskoe,Kirleutskoe,Kizil-Yar,Bakalskoe and Donuzlav),together with the redistribution between the components of the ecosystems.The content of mercury in the waters of the studied reservoirs was also established.Vertical distributions of natural radionuclide activities( 238 U,232 Th,226 Ra,210 Pb,40 K) and anthropogenic 137 Cs concentrations(as radiotracers) were determined in the bottom sediments of the Koyashskoe salt lake(located in the south-eastern Crimea) to evaluate the longterm dynamics and biogeochemical processes.Radiochemical and chemical analysis was undertaken and radiotracer and statistical methods were applied to the analytical data.The highest concentrations of 90 Sr in the water of Lake Kiyatskoe(350.5 and 98.0 Bq/m 3) and Lake Kirleutskoe(121.3 Bq/m 3) were due to the discharge of the Dnieper water from the North-Crimean Canal.The high content of mercury in Lake Kiyatskoe(363.2 ng/L) and in seawater near Lake Kizil-Yar(364 ng/L) exceeded the maximum permissible concentration(3.5 times the maximum).Natural radionuclides provide the main contribution to the total radioactivity(artificial and natural combined) in the bottom sediments of Lake Koyashskoe.The significant concentration of 210 Pb in the upper layer of bottom sediments of the lake indicates an active inflow of its parent radionuclide—gaseous 222 Rn from the lower layers of the bottom sediment.The average sedimentation rates in Lake Koyashskoe,determined using 210 Pb and 137 Cs data,were 0.117 and 0.109 cm per year,respectively.  相似文献

Abstract

In a sensitivity study, the influence of an observed stratospheric zonal ozone anomaly on the atmospheric circulation was investigated using the Fifth Generation European Centre Hamburg Model (ECHAM5) which is a general circulation model. The model was run from 1960 to 1999 (40 years) with a mean seasonal cycle of zonally symmetric ozone. In order to isolate the induced dynamical influence of the observed zonally asymmetric part of the three-dimensional stratospheric ozone, a second run was performed for the boreal extratropics using prescribed monthly means from the 40-year reanalysis dataset from the European Centre for Medium-range Weather Forecasts (ERA-40). The main findings are the interdecadal westward shift of the polar vortex at about 65°N and a significant increase in the number of stratospheric sudden warmings during the 1980–99 period. Under the action of zonally asymmetric ozone a decrease in the Arctic Oscillation was identified between the mid-1980s and the mid-1990s. The lag correlation between the mean Arctic Oscillation at the surface and the daily stratospheric northern annular mode increased in mid-winter. Furthermore, we examined the influence of the stratospheric zonal ozone anomaly on Rossby wave breaking in the upper troposphere and found a significant westward shift of poleward Rossby wave breaking events over western Europe in the winter. By this we show that the stratospheric zonal ozone anomaly has a strong influence on the tropospheric circulation as a result of enhanced dynamical coupling processes.  相似文献

Nine genera and species of rhizocephalans were recorded from the off‐shore waters around New Zealand. Mitochondrial and nuclear gene sequences were used to examine base differences between the European and New Zealand species of Parthenopea. Serial sections to study the internal structures of the reproductive organs were made for the genera Thylacoplethus and Thompsonia. Two species, Parthenopea australis n. sp. and Thylacoplethus novaezealandiae n. sp. are new to science and described in detail. Parthenopea australis n. sp. is the first rhizocephalan species recorded from the vicinity of active cold seeps. Three rhizocephalans could not be identified as they were parasitised by hyperparasitic cryptoniscine isopods. The decapodhost species comprised the taxa Paguridae, Lithodidae, Galatheidae, Chirostylidae, and Callianassidae.  相似文献
