固始局荣获“国土资源管理系统推进依法行政先进单位”称号

本刊讯 近日，固始县国土资源局被国土资源部授予“2005年度国土资源管理系统推进依法行政先进单位”称号。2005年以来，固始县国土资源局认真贯彻《关于全面推进依法行政的实施意见》等文件精神，大胆探索，锐意创新，建立了窗口办文，内部会审，政务公开等依法行政制度，落实了行政为民措施，提高了工作效率，广泛接受社会监督，树立了良好的政府部门形象，为地方经济发展做出了突出贡献。     

文登市国土资源局强化行风建设优化服务环境

近日,烟台市政府组织召开了依法行政工作会议,烟台市国土资源局被授予“全市依法行政先进单位”荣誉称号。

建设法治国土 奠定发展基础——云和县国土资源局依法行政工作掠影

近期,国土资源部通报对云和县国土资源局等103个“全国国土资源管理系统推进依法行政先进单位”（2011-2015）进行了表彰。这是云和县国土局被浙江省国土资源厅授予“2006-2010年度推进依法行政先进单位”称号后又一项来之不易的荣誉。在省、市国土主管部门和县委、县政府的领导下,云和县国土局坚持以创建“平安云和、法治云和”为抓手,以强化依法行政服务意识为重点。

如何做好新形势下的国土资源依法行政工作

国务院发布的《全面推进依法行政实施纲要》，是指导各行政管理部门依法行政的纲领性文件，是国土资源部门提高依法行政水平，切实履行好国土资源规划、管理、保护和合理利用职责的根本保证。笔者现就如何做好新形势下的国土资源依法行政工作，谈两点认识。     

民权县国土资源局窗口办被授予市级“青年文明号”单位

本刊讯 近日，民权县国土资源局窗口办被共青团商丘市委授予“青年文明号”单位。该窗口自2005年3月份成立以来，始终坚持“管理一流、作风一流、业绩一流”的服务目标，不断创新服务思路和服务方式，牢固树立“群众利益无小事”和“小窗口，大服务”的理念，始终坚持特事特办、急事急办、难事难办，把辛苦留给自己，把方便送给群众。实行首问负责制、服务承诺制、责任追究制、按时办结制、交接签字制，从业务受理、办理、交接流程，每个环节都规定了明确的时限和责任要求，做到了连接紧密，运转协调，极大地方便了群众，提高了工作效率。在成立一年多的时间里，县国土资源局窗口办连续10次被县行政服务中心评为“红旗窗口”，连续6次被授予“红旗示范窗口”，2005年被评为“年度优秀窗口”。

为了探讨石油污染土壤修复的有效方法，就曝气法对石油污染土壤的修复功能，在野外试验场地进行了为期13天的试验。结果表明，曝气法可使空气与土壤中呈吸附态和残余态的石油烃类相接触，从而使土壤中的石油烃类通过挥发和好氧生物降解去除，为石油污染土壤生物修复技术的应用提供了科学依据。

利用GPS TEC探测2015年尼泊尔地震激发的电离层扰动

利用尼泊尔周边区域6个IGS GPS跟踪站数据,对2015-04-25尼泊尔地震激发的电离层扰动进行分析。结果表明,地震发生后,尼泊尔上空电离层总电子含量（total electron content,TEC）存在不同频率的电离层扰动,扰动中心频率约为3 mHz和4 mHz。前者发生在震中附近1 000 km左右的范围,后者范围达2 000 km,推断其分别为地震破裂产生的声重波信号以及瑞利波向上传播到电离层所激发的异常扰动信号。联合两个频率扰动信号,根据观测的扰动位置以及经验扰动速度反演震中位置,结果与实际情况符合较好。     

冯梦龙重编张凤翼传奇考论

明代传奇作家张凤翼的《红拂记》与《灌园记》在晚明非常流行,但因其对题材和作品结构处理不当,导致情节芜漫。冯梦龙重编了二剧,更名为《女丈夫》《新灌园》,不仅删去芜漫的情节,且突出了礼教思想。     

氯铝酸离子液体催化环己酮肟Beckmann重排制己内酰胺

以氯铝酸离子液体作为催化剂和反应介质,通过实验研制一种价格低廉且环保的环己酮肟Beckmann重排制己内酰胺的催化体系.结果表明:环己酮肟转化率和己内酰胺选择性随离子液体酸性的增强而逐渐增大,离子液体中溶解的HCl对环己酮肟Beckmann重排的影响不大;反应温度、反应时间和离子液体用量对环己酮肟Beckmann重排有着较大的影响;确定离子液体Et3NHCl-2AlCl3催化环己酮肟Beckmann重排反应的最佳条件,反应温度为100℃,反应时间为60min,离子液体与环己酮肟摩尔比为1∶1;在该反应条件下,环己酮肟转化率为99.7%,己内酰胺选择性为98.0%,己内酰胺收率为97.8%.     

Alpine tundra species phenology is mostly driven by climate-related variables rather than by photoperiod

The study of plant phenology has frequently been used to link phenological events to various factors, such as temperature or photoperiod.In the high-alpine environment, proper timing of the phenological cycle has always been crucial to overcome harsh conditions and potential extreme events(i.e. spring frosts) but little is known about the response dynamics of the vegetation, which could shape the alpine landscape in a future of changing climate. Alpine tundra vegetation is composed by an array of species belonging to different phytosociological optima and with various survival strategies, and snowbed communities are a relevant expression of such an extreme-climate adapted flora.We set eight permanent plots with each one in a snowbed located on the Cimalegna plateau in Northwestern Italy and then we selected 10 most recurring species among our plots, all typical of the alpine tundra environment and classified in 3different pools: snowbed specialists, grassland species and rocky debris species. For 3 years we registered the phenophases of each species during the whole growing season using an adaptation of the BBCH scale. We later focused on the three most biologically relevant phenophases, i.e., flower buds visible, full flowering, and beginning of seed dispersion. Three important season-related variables were chosen to investigate their relationship with the phenological cycle of the studied species:(i) the Day Of Year(DOY),the progressive number of days starting from the 1 st of January, used as a proxy of photoperiod,(ii) Days From Snow Melt(DFSM), selected to include the relevance of the snow dynamics, and(iii) Growing Degree Days(GDD), computed as a thermal sum. Our analysis highlighted that phenological development correlated better with DFSM and GDD than with DOY.Indeed, models showed that DOY was always a worse predictor since it failed to overcome interannual variations, while DFSM and marginally GDD were better suited to predict the phenological development of most of the species, despite differences intemperature and snowmelt date among the three years. Even if the response pattern to the three variables was mainly consistent for all the species, the timing of their phenological response was different.Indeed, species such as Salix herbacea and Ranunculus glacialis were always earlier in the achievement of the phenophases, while Agrostis rupestris and Euphrasia minima developed later and the remaining species showed an intermediate behavior. However, we did not detect significant differences among the three functional pools of species.

THE IMPROVEMENT OF ALKALINE MEADOW BY ACCUMULATIVE SAND BY WIND IN THE SONGNEN PLAIN

In the Songnen Plain, there are 330,000 ha of alkaline meadow, many sand sources such as fixed dunes, semi-fixed dunes and sand hills, and rich wind force resources as well. Sand has been stopped naturally and A neurolepidium chinense has grown on alkaline patch of the plain. If we make use of the natural law and set up manmade obstacles in alkaline patches, we can use accumulative sand to cover alkali, improve alkaline meadow, restore A neurolepidium chinense vegetation to develop animal husbandry.     

石油污染物的微生物降解

从炼油厂污水池底泥中富集、驯化、分离、筛选,得到4种优势石油降解菌。采用摇床培养,研究了各优势菌和混合菌对石油烃的降解性能。结果表明:4种菌和混合菌20 d可将初始质量浓度为10000 mg/L的石油烃依次降解90.8%、88.9%、57.8%、49.8%、91.2%;培养液中石油烃的半衰期依次为5.5、6、15、19、5 d。初步鉴定4种菌分别属:节细菌(Arthrobacter sp.)、芽胞杆菌(Bacillus sp.)、不动杆菌(Acinetobacter sp.)、不动杆菌(Acinetobacter sp.)。     

Decadal variability shown by the arctic ocean hydrochemical data and reproduced by an ice-ocean model

The Arctic is experiencing a significant warming trend as well as a decadal oscillation. The atmospheric circulation represented by the Polar Vortex and the sea ice cover show decadal variabilities, while it has been difficult to reveal the decadal oscillation from the ocean interior. The recent distribution of Russian hydrochemical data collected from the Arctic Basin provides useful information on ocean interior variabilities. Silicate is used to provide the most valuable data for showing the boundary between the silicate-rich Pacific Water and the opposite Atlantic Water. Here, it is assumed that the silicate distribution receives minor influence from seasonal biological productivity and Siberian Rivers outflow. It shows a clear maximum around 100m depth in the Canada Basin, along with a vertical gradient below 100 m, which provides information on the vertical motion of the upper boundary of the Atlantic Water at a decadal time scale. The boundary shifts upward （downward）, as realized by the silicate reduction （increase） at a fixed depth, responding to a more intense （weaker） Polar Vortex or a positive （negative） phase of the Arctic Oscillation. A coupled ice-ocean model is employed to reconstruct this decadal oscillation.
