江苏省污染密集型产业空间转移及影响因素   总被引:2,自引:0,他引:2  
污染密集型产业空间转移规律及其动力机制研究正在成为区域可持续发展研究的热点领域之一。利用2000~2010年江苏省13个省辖市的统计数据,运用空间分析及面板数据分析模型,探讨该省污染密集型产业空间转移特征及作用机制。结果发现:江苏省依然是国际污染密集型产业的承接地,其污染密集型产业分布呈现以苏锡常地区为核心向外围逐渐下降的"核心-边缘"型空间格局,并显示出"扩散-集聚-扩散"的空间演化趋势,苏北地区正在成为苏南地区的"污染避难所";发展阶段和实际利用外资是江苏省承接污染密集型产业的主要因素,实际利用外资是实现污染密集型产业向江苏转移的主要形式;技术创新、产业结构是驱动污染密集型产业由苏南、苏中向苏北转移的主要因素;政府调控是影响污染密集型产业转移的主要手段。因此,应通过加大产业结构转型升级和技术创新力度、改善政府调控、加强环境监管等措施促进污染密集型产业布局优化。  相似文献

长江经济带产业的集聚与演化——基于开发区的视角   总被引:1,自引:0,他引:1  
推进产业集群培育和产业有序转移,对实现长江经济带产业转型及协同发展具有重要意义。以开发区为研究视角,从时空两个维度刻画了长江经济带的产业结构特征及空间集聚状态,重点剖析了技术密集型、资本密集型和劳动密集型产业的演化特征。结果表明:长江经济带开发区的装备制造、电子信息、汽车及零部件等技术密集型产业相对于全国而言优势显著,但下游、中游和上游地区开发区的产业能级存在梯度差异;开发区产业布局主要依托“城市群-中心城市”,劳动密集型产业呈“小集聚、大分散”的格局,资本密集型产业主要集聚在资本雄厚、矿产资源丰富或沿海沿江地区,技术密集型产业已形成规模不等的集聚连绵区。从演变特征看,开发区的产业结构高级度与其设立时间正向相关,且存在上中下游间的差异性,下游地区的开发区产业结构更加高级化;同时,技术密集型、资本密集型和劳动密集型产业之间的空间关联性逐渐增强。最后,本文初步构建了一个基于开发区的产业集群培育和产业有序转移的理论分析框架,并提出相应的政策建议:未来长江经济带世界级产业集群的建设应重点依托国家级和省级开发区,通过开发区产业分阶段的集群化发展模式来带动区域经济发展;同时,也应以各类开发区为载体,推进关联地区产业的有序转移。  相似文献

污染密集型产业在促进区域经济增长的同时会对区域生态环境带来巨大威胁,其发展布局会受到地方保护和环境规制的双重影响。1980-2014年中国污染密集型产业的发展经历了缓慢增长、快速扩张和结构转型3个阶段,总体呈现“分散—集中—分散”的空间特征,中部省份是现阶段承接污染密集型产业转移的主要地区。通过建立区域属性模型、区域—产业交互项模型,定量分析环境规制、地方保护对污染密集型产业布局空间变化的影响,检验“污染避难所假说”和“波特假说”,发现环境规制和地方保护已成为污染密集型产业布局的重要影响因素,但存在显著的产业异质性和区域差异性;污染程度高的产业易受到环境规制的影响;相比高税收产业,高国有比重的产业更易受到地方的保护;环境规制和地方保护作为两种相反的力量,彼此之间相互抑制;环境规制的作用在东部地区比较突出,而中、西部地区地方保护的作用更为明显。为防止中西部地区成为污染密集型产业的“避难所”,应因地因时制宜制定差异化政策,促进经济与环境保护的协调发展。  相似文献

以佛山市2004年、2008年和2013年3次经济普查数据库中的污染密集型企业为研究对象,采用格数据空间回归模型,研究了佛山市污染密集型企业空间格局变化特征,并探究了环境管制对污染密集型企业及不同行业的企业空间格局变化的影响。研究发现:环境管制严格程度的变化使其从影响企业区位变动次要因素逐渐成为推动企业空间格局变化的重要因素,说明了环境管制变化会引起其对污染密集型企业区位变动作用程度的变化。在城市内部尺度,地方政府权衡污染行业整治利弊后,针对不同区域不同行业制定的差异化环境管制力度和模式,形成了不同行业空间格局响应的差异。研究结果对理解环境管制影响污染行业空间格局变化提供更微观的视角,对环境管制政策实现企业更替和产业升级具有一定启示,也对政府产业和环境政策制定具有借鉴意义。  相似文献

污染企业/产业转移的特征、模式与动力机制   总被引:1,自引:0,他引:1  
污染企业/产业的转移不仅重塑了区域发展格局,也改变了环境污染的分布,对区域可持续发展产生了显著影响。探讨污染企业/产业转移对于污染治理和区域协调发展具有重要意义。基于对相关文献的梳理,系统归纳了污染企业/产业的概念和类别,总结了污染企业/产业的转移特征、模式和动力机制。研究表明:① 官方文件、污染排放强度、污染排放规模是污染产业界定和分类的主要依据。② 污染企业/产业在不同的地理尺度上形成不同的转移模式:在城市内部形成分散式外围区转移、集中式功能区转移、远离敏感区转移三种模式;在省内城市间呈现出由发达城市向欠发达城市、由环境规制强的核心区向环境规制弱的边缘区的转移特征。邻省转移模式以经济较发达和环境规制较强的省份为中心,向邻近省份扩散,并形成向多省交界处、由河流上游省份向下游省份、沿交通线向次级城市的三种转移路径。跨省转移形成成本导向型、市场扩张型和政策推动型三种模式。③ 污染企业/产业的转移方向呈现出一定的特征和模式,包括区域、地理、经济、功能区、政策5种研究视角和15种转移方向。④ 污染企业的迁移方式包括整体迁移和部分迁移两种模式,后者包括迁移生产基地、工序外包、绿色并购与对外收购、建立子公司或分厂等。⑤ 影响污染企业/产业转移的因素既包括经济、社会、地理、政策等单因素,也包括多种因素的交互作用。在多维的复杂影响机制中,政府扮演了重要角色,企业的异质性、空间集聚效应、制度等都产生了重要的影响。最后讨论了国内相关研究的不足,并在此基础上提出一些思考和建议。  相似文献

基于2000年、2005年、2010年和2015年人口普查与1%人口抽样调查数据以及相关年度制造业统计数据,利用重心模型和地理探测器对2000年以来的不同类型制造业转移空间格局、人口流动空间格局及其二者相互作用关系进行分析。研究发现: 2000年以来特别是2005年之后中国制造业呈现出明显转移态势,但不同类型制造业转移幅度和空间区域具有明显差异,能源密集型、技术密集型、资本密集型制造业由东部向中西部转移的空间区域大,劳动密集型产业转移空间还十分有限,仍集中于东部地区。 虽然人口迁移的整体格局变化不大,仍是“中间低、周边高”的格局,但是人口迁移的空间特征正在趋于弱化,中西部地区分享的迁入人口份额在不断提高。 制造业重心与人口迁移重心变动轨迹呈现出“偏离-趋同”关系,人口迁移滞后于产业转移的效应已逐渐消失,人口与产业的空间匹配程度趋于提高。 地理探测器定量识别人口迁移与制造业转移之间的空间关系发现,人口迁移格局变化对制造业空间转移的响应程度较制造业转移对人口迁移格局变化的响应程度高。  相似文献

制造业集聚是城市发展的重要动力, 同时也可能对生态环境产生负效应。论文拟以无锡市区为例, 利用核密度函数(Kernel Density Distribution)对污染密集型制造业集聚程度进行评价, 按照河流自然综合特征划分的环境单元进行污染物分布格局评价, 在此基础上构建污染企业分布密度—COD排放量的双变量空间自相关模型, 探讨制造业与河道污染物分布格局的定量关系, 揭示制造业集聚和水污染的空间关联性。模型分析表明:无锡市区的污染密集型制造业呈现向郊区和环境非敏感区集聚的趋势, 污染强度以主要运河为轴线向两翼地区逐渐衰减, 二者空间格局的关联性存在行业差异性, 污染物分布与纺织、石油化工业以及冶金业集聚和扩散格局的空间关联性较为显著, 而与食品制造业和造纸印刷业的空间关联性则不显著。论文进一步根据产业集聚与污染格局的空间关联模式, 将研究区域划分为高集聚—高污染、低集聚—低污染、低集聚—高污染、高集聚—低污染四种类型区, 并提出相应的产业准入导向。本研究从空间效应角度为产业集聚与生态环境之间关联机理探讨提供新的视角, 也可以作为制造业布局调整的科学依据。  相似文献

城市化是建设用地扩展的主要驱动因素,分析建设用地时空演化格局已成为学者研究城市化过程的重要视角。采用空间自相关等方法,测度了1985年以来长江三角洲地区城市空间扩展的集聚特征并分析其演变过程;并结合格网建设用地密度频率的变化特点,将空间划分为不同的景观梯度地带,以此研究城市空间在不同地带中的扩展特点。研究结果表明,长三角城市空间扩展聚集程度先降后升,城市化区域融合趋势明显,并在城市空间扩展中表现出以上海、南京和苏州等为代表的3种模式,反应了长三角内部不同的经济发展特点。此外,在不同景观梯度下,长三角城市空间扩展表现出典型的阶段性特征。2000年以前在各个景观梯度下城市空间扩展差异较小,表现为较强的拓展性扩展;2000年以后,在城市核心区扩展强度加强,表现为填充式扩展加快。同时,城乡过渡区面积增加迅速,表明随着城市空间扩展的加速,长江三角洲地区城市土地不集约利用现象已较为突出。  相似文献
