黑河调水的生态经济思考

黑河流域由于人类在20世纪对水资源的非理性利用,使得水资源在生态环境系统和社会经济系统中的分配严重失调,生态经济问题突出。黑河分水的目的是遏制下游额济纳旗生态的进一步退化,本文以水资源为主线,对黑河分水后流域内社会经济和生态状况进行了分析,结果表明,由于流域综合治理和张掖市产业结构调整的保证,流域整体生态经济状况得到了一定的改善,符合帕累托改进原理,为流域生态和经济的良性发展提供了依据。     

流域生态健康评价理论与方法研究进展

对流域进行生态健康评价,将为流域的规划、管理和保护以及流域综合治理提供决策依据。本文回顾了国 内外流域生态健康评价的历史和现状,着重阐述了流域生态系统健康评价的尺度与方法。流域生态系统健康评价 主要有两种方法：一是生物监测法,二是指标体系法。对流域进行生态健康评价,重点在于建立评价指标体系。流域 生态健康评价的指标体系应该包括生物、水质、水文、栖息地、社会经济和人类健康等六方面指标。最后,明确指标 选取的基本原则,并指出了目前流域生态健康评价存在的问题及今后的研究趋势。

尺度政治视角下的新安江流域生态补偿政府主体博弈

流域生态补偿是中国跨区域生态治理和自然区域保护的一项重要经济、社会、环境政策,涉及区域利益主体权益差异与协调、区域生态协同发展和合作模式构建等方面,是一个典型的地理学研究命题。本文将制度粘性引入到尺度政治理论中,剖析新安江流域生态补偿政府主体的博弈行为,探究不同政府主体的博弈特征和博弈机制。结果表明:中央政府、省级政府、市级政府等不同层级政府主体经历了竞争博弈、合作博弈和竞合博弈3个阶段,构建政府利益共同体能够推进流域生态补偿建设,中央政府的“适度介入”是开展跨省流域生态补偿的关键;流域生态补偿制度从“垂直”模式向“垂直—水平”模式的变迁过程中存在明显的制度粘性,政府主体利用政策革新和社会参与等制度约束稀释制度粘性,重塑流域生态补偿制度;尺度转换是推动新安江流域生态补偿的核心机制,政府主体通过重新分配权力和资本、嵌入非正式约束塑造流域生态补偿话语体系,推动新安江流域生态补偿由“强国家—弱社会”向“强国家—强社会”结构模式的转变。研究结果能够为构建跨区域流域生态补偿机制提供理论支撑,为合理评价和指导流域生态补偿实践、促进流域经济社会协调可持续发展提供科学依据。     

基于生态水文调控的流域综合管理研究综述

在全球气候变化与人类活动的双重影响下,流域水与生态等问题将更加突出、相互交织,是当前亟需解决的影响和制约世界各国可持续发展的瓶颈问题。基于对流域综合管理概念内涵的理解,以生态水文学理论和基于自然的水资源解决方案的理念为指导,提出了基于生态水文调控的流域综合管理概念与内涵,着重阐述了其核心内容：① 理论方法——流域生态水文调控原理与方法;② 应用实践——面向生态-社会协调可持续的流域水资源综合管理。将丰富和发展流域综合管理理论方法与技术体系,提升流域综合管理的实效性和整体水平。     

滇池流域湖滨生态带建设管理机制及政策研究

通过对滇池流域湖滨生态带建设的资料收集及实地调查研究,分析了滇池流域社会经济和生态环境现状,探索出滇池湖滨生态带建设管理的3种模式:政府管理、企业管理以及政府-企业共同管理,并比较了3种模式的优劣势。建议根据不同类型生态带建设的实际情况采取相应的管理模式,对滇池流域生态补偿政策及各类型区生态补偿现状进行了分析,总结出适合滇池湿地生态补偿的机制与政策。     

基于景观生态风险评价的宁江流域景观格局优化

流域景观生态风险受到多源因素的综合作用,识别流域景观生态风险是实现景观格局优化的基础与前提,景观格局优化是应对生态风险的有效手段。以宁江流域为研究区,采用空间主成分分析法,从“自然—人类社会—景观格局”3个维度对流域景观生态风险进行综合评价,基于景观生态风险评价结果,构建累积阻力表面,利用最小累积阻力模型进行了流域景观格局的优化。结果表明：人类社会和景观格局因素对综合风险影响更为强烈,地形和距水体距离等自然因素对综合生态风险影响较弱;宁江流域整体景观生态风险偏大,较高景观生态风险区域位于流域西南部,面积为523.99 km ²,占流域面积的36.06%;识别出流域生态源地为面积大于50 km ²的林地和面积大于0.2 km ²的水体。研究构建了15条生态廊道,一级生态廊道长度大于30000 m,二级生态廊道介于10000~30000 m之间,三级生态廊道长度在10000 m以内;识别了19个生态节点,形成了多层次生态网络。通过对比研究区景观格局优化前后的连通度发现,优化后流域整体景观格局连通度得到明显提升。     

基于GIS技术的青海湖流域综合整治类型区划分及整治方向

根据青海湖流域自然环境和生态系统特征,以2009年青海湖流域植被分布图为底图,结合DEM高程数据、青海湖流域草场类型图以及青海湖流域行政区划图,综合考虑青海湖流域海拔、植被分布以及社会经济等因素,采用ArcGIS软件对青海湖流域进行3级划分,在分区的基础上提出各类型区生态与环境治理的基本思路与方向,提出各类型区综合治理土地沙漠化、湿地萎缩和草地退化等生态与环境问题的途径与对策。     

流域生态补偿研究现状及关键问题剖析

在流域,因竞争性用水导致上下游之间、人类发展与生态环境之间的矛盾日益尖锐,急需建立健全流域生态补偿机制.通过对国内外流域生态补偿研究进展进行梳理,发现流域生态补偿研究主要集中在流域尺度的补偿计划实施评价、补偿尺度的选择、补偿标准的测算、生态补偿与减少贫困关系、流域生态补偿的空间差异性等方面,其关键问题在于生态补偿主体和对象的确定以及补偿标准的制定;研究认为通过流域断面水量水质及相关利益分析方法来确定补偿主体和对象;而补偿标准则以流域上下游生态损益、机会成本、居民支付意愿分别作为补偿上限、参考值和下限来综合确定.以此为基础,构建流域多种生态要素、多元主体间的流域生态补偿机制研究框架.最后,就流域生态补偿机制构建过程中有待解决的科学问题进行了讨论.     

皇甫川流域土地利用变化与生态安全评价

基于"3S"技术揭示了皇甫川流域近十多年来的土地利用变化状况,并进一步在像元水平上对流域生态安全进行了综合评价,最后重点分析了流域土地利用变化与生态安全的关系。结果表明：① 近十几年来,皇甫川流域土地利用变化剧烈,土地利用格局持续承受着来自当地快速城市化进程及社会经济发展和生态环境保护及建设两方面相互矛盾的巨大压力;② 1987年到2000年,流域生态安全状况有所好转,但整体好转的状况难掩局部地区生态环境在大规模治理和恢复的背景下发生的恶化;③ 流域内林地、耕地、灌丛、水体、城镇用地和草地从面积上看,基本上均处于生态安全的预警状态,而裸砒砂岩和沙地的绝对大部分属于中警状态或重警 (巨警) 状态;④ 6种不同土地利用类型的安全指数大小顺序基本保持为灌丛 > 林地 > 草地 > 耕地 > 沙地 > 裸砒砂岩,表明林、灌措施是流域生态恢复和重建的首选和重要组成部分,而沙地尤其是分布面积较广的裸砒砂岩则是流域生态环境综合治理的难题和关键。最后,提出了通过优化流域土地利用格局来确保生态安全的初步设想。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.

Much science-fiction literature is based upon the creation and exploration of alternative environments. Stanley G. Weinbaum's short story, “Parasite Planet,”introduces an unusual environment that may be wrong in the light of recent evidence on Venus but still stimulates the geographical imagination.
