基于GIS和ES的光纤接入网规划系统的设计和实现

该文分析光纤接入网规划工作的具体任务及其性质，提出整合运用GIS技术和ES技术来建立智能型光纤接入网规划系统的思想。根据OAN规划的实际需要，定义IPSOAN的具体功能，探讨了智能型光纤接入网系统实现的关键算法，以VC集成开发环境和MapInfo GIS组件－MapX为开发平台，研讨IPSOAN的实现方法。     

区域主体功能区规划模型、方法和应用研究——以京津地区为例

通过分析国家"十一五"规划中关于区域主体功能区划分的原则要求,将关键自然资本不能减少的强可持续发展生态阈值理论与区域综合生态价值观相结合,受经典力学定律启发,构建了区域主体功能区规划的"承载力-潜力-压力-阻力"模型,提出了计算区域空间开发所受合力的方法,得到了区域主体功能区的综合划分指数,根据规划空间单元综合划分指数的大小实现4类主体功能区地划分,解决了目前区域主体功能区规划中的开发类和保护类的阈值确定这一技术难点。以京津地区为实证,根据对未来发展决策导向的预期,应用区域主体功能区规划模型和方法实现了京津地区4类主体功能区地划分,获得了良好的应用效果。     

基于MAPGIS与Oracle数据库平台的土地利用规划管理系统开发

针对当前土地利用规划管理工作中的问题,以MAPGIS地理信息系统与Oracle数据库管理系统为平台,提出了建设土地利用规划管理信息系统的总体思路和建设目标,探讨了实现规划管理工作自动化与信息化的技术路线方法,并对系统软件结构、数据库及功能模块等进行了设计开发.研究表明,利用土地利用规划管理信息系统实现了规划指标动态管理、规划调整及规划管理审批等工作的规范化、信息化管理,为规划的实时管理和动态实施提供更有效手段,规划管理工作效率大大提高.     

GIS支持的县级区域开发与规划的土地资源评价：以江西省泰和县为例

县和县级市是我国进行地区性资源开发的基层行政单位，也是制定区域发展规划的基础本地域单元。针对县域开发与规划的特点，通过定义土地适宜指数，探讨了运用地理信息系统技术，实现土地资源评价数量化处理的方法，并以江西省泰和县为例，夺方法的具体应用作了阐述。     

国土空间规划中城镇空间和城镇开发边界的划定

在2016年国务院印发的《省级空间规划试点方案》所提出的“开展基础评价”和“绘制规划底图”两项主要任务中,城镇适宜性的评价与城镇空间、城镇开发边界的划定属于核心内容,同时也是一项具有较强探索性的工作。以国家对国土空间规划的基本设想为依据,对城镇空间和城镇开发边界的概念和内涵、空间关系、相关规则进行深入探讨,确定了城镇适宜性评价与城镇空间、城镇开发边界划定的主要思路和技术路线。结合福建省空间规划的案例,分析了城镇适宜性评价与城镇空间、城镇开发边界划定的过程、方法和结果。不同于以往各部门开展的空间性规划,城镇空间和城镇开发边界的划定建立在资源环境承载能力和国土空间开发适宜性的基础评价之上,这使得城镇开发建设活动的空间布局在资源环境本底方面得到合理保障,城镇空间和城镇开发边界的划定也有了较为科学、客观的依据。此外,把基础底图的研制与城镇发展潜能、城镇开发指向的评估,以及开发建设的规模管控、空间管控、开发强度管控系统地整合起来,使得规划底图的随意性得到了较好的控制。实践表明,本文的思路和技术方法是合理可行的,这一尝试可为空间规划理论和方法体系的完善提供参考。

参与东北亚国家（ 地区） 的经济技术合作是实现中国东北区产业结构调整与升级的重要措施,在确定国际经济技术合作项目选择与布局原则的基础上,提出东北区参与东北亚经济技术合作的重大产业项目和地区综合开发项目,并提出项目布局的规划设想。

参与东北亚国家的经济技术合同作是实现中国东北区产业结构调整与升级的重要措施,在确定国际经济技术合作项目选择与布局原则的基础上,提出东北区参与东北亚经济技术合同的重大产业项目和地区综合开发项目,并提出项目布局的规划设想。     

“农业专家决策支撑系统”的原理和方法

本文在总结多年的研究与实践经验基础上,提出了“农业专家决策支撑系统”的基本原理与方法。这类系统的设计目标是帮助基层领导提出农业结构的优化方案,提出农林牧渔与农产品加工业的协调发展战略,并在结构优化基础上制定农业年度生产计划和长远发展规划,提高农业开发投资(资金、物资、运输和仓储等)和农业布局决策的科学水平。开发这类系统的关键技术包括:基于预测模型的农业发展规划/计划的计算机模拟方法,农业结构优化多标准评价模型,农业投资决策评估模型,农业专家知识获取和知识库建立方法,农业运输和仓储系统分析和发展战略决策方法,决策支持系统和专家系统的用户界面设计中的对弈策略与可视化技术,农业资源与环境信息管理中的ＧＩＳ与 Ｗｅｂ ＧＩＳ开发、应用技术,数据库共享服务与农村经济发展动态分析中的统计分析与制表和地图制作、报表联合应用技术,综合性系统的集成技术等。     

基于GIS的山地林道网优化配置系统

应用系统选择永安元沙国有林业采育场的部分林班为示范,建立森林资源空间数据库.以ARC/INFO为开发平台,以山地林道网理论为指导,应用G IS技术、DBMS技术与数学规划集成技术,使用AML语言进行二次开发设计山地林道网优化配置系统,实现计算机辅助林道网配置,提高决策的科学性。     

省级主体功能区规划支持系统研究

省级主体功能区划分和规划是依据资源环境承栽能力、现有开发密度和发展潜力,统筹考虑生态功能和经济社会发展方向,从区域空间开发适宜性的角度.将区域划分为具有特定主体功能定位的不同空间单元的过程.对省域国土空间的划分和规划,指标体系和划分对象具有显著的空间特性.利用GIS技术建立规划支持系统.可以将数据管理、模型计算、区划和规划结果可视化显示集成在一起,为区划和规划提供技术支撑.以省级主体功能区划分的技术规程为指导,围绕河南省主体功能区划分和规划,对省级主体功能区规划支持系统数据库内容、功能系统进行了分析,研究开发了省级主体功能区规划支持系统.

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.

THE MOST PERFECT EXAMPLE OF AN ALIEN ECOLOGY EVER CONSTRUCTED

Much science-fiction literature is based upon the creation and exploration of alternative environments. Stanley G. Weinbaum's short story, “Parasite Planet,”introduces an unusual environment that may be wrong in the light of recent evidence on Venus but still stimulates the geographical imagination.
