The Nuba claim that they are the indigenous inhabitants of the Nuba Mountains of the Sudan. Indigenous peoples here refers to pre-existence, non-dominance, cultural difference and self-identification as indigenous. As such the Nuba are politically and economically marginalized and suffered persecution and dominance under external and internal colonialism. Human rights abuses, including genocide and ethnocide (or cultural genocide) have persisted and the Nuba are increasingly under pressure to give up their traditional way of life, and lose access to their lands and other natural resources for immigrant Baggara and Jellaba ethnic groups are supported by the state. This paper traces the origins of Nuba abuse and oppression, and delineates their uneasy and turbulent relationship with the Sudanese state.  相似文献

Traditional economic activities, lifestyles and customs of many indigenous peoples in the Russian North, such as reindeer herding, hunting and fishing, are closely linked to quality of the natural environment. These traditional activities that constitute the core of indigenous cultures are impacted by extractive sector activities conducted in and around traditional territories of indigenous peoples. This paper examines implications of an oil pipeline development in Eastern Siberia on the Evenki community in the Aldan district of the Republic of Sakha (Yakutia). It examines community concerns about potential environmental damage and impacts on traditional livelihood. The paper analyses the interaction of indigenous communities with the pipeline project through interrogation of elements such as impact assessment, consultation, compensation, benefits, communication and public activism. The paper discusses how state policy and industry’s approach towards land rights and public participation affects the position of indigenous peoples and discusses barriers for their effective engagement. The analysis shows a number of policy failures in the protection of traditional natural resource use of indigenous peoples and provision of benefits with regards to the extractive sector that leave indigenous peoples marginalised in the process of development. There is a need to involve indigenous peoples on the basis of dialogue and partnership, improve regulation and shift industry’s approach towards consideration and engagement.  相似文献

Globalization and cultural interaction, new lifestyles, the diffusion of “modern medicine”, the transformation of traditional religious practices and beliefs, have profoundly challenged and modified indigenous health systems. This paper questions whether due to these changes traditional healing systems are to some extent converging into “herbalism” and losing ties with their original cultural systems.By analyzing the healing practices of two communities (Maasai and Meru) in the rural ward of Ngarenyanyuki (Northern Tanzania), the paper explores how traditional and modern health knowledge circulates, changes, and evolves.Evidence from the case study shows that herbal remedies play an increasingly key role in traditional healing practices. Nevertheless, Maasai and Meru health knowledge emerges as a rich and challenging mix of evolving practices. The paper discusses these ongoing processes and inputs into the debate on health provision in African countries by underlining the need for a policy transition to more holistic healing systems which may provide highly desirable options in the current context of health reforms.  相似文献

Water conflicts are a significant issue in northern Chile, especially when linked to neoliberal economic activities – mainly mining – on the lands of indigenous peoples. In fact, political ecology tends to accentuate the ways in which their communities unite around a water-based territoriality and/or cultural politics when faced with ‘threatening’ outsiders. However, internal differentiation has become especially relevant to enable a more nuanced appreciation of local struggles and claims. Taking a political ecology of water perspective, this article analyses in what ways Intergenerational Dynamics (hereafter IGDs) shape the way indigenous communities articulate their collective vision of development when dealing with mining companies. In addition, it examines to what extent IGDs shape the key elements that constitute different positions regarding territory, and also assesses how such dynamics reflect age-related traditional interests and cultural senses of identity and territoriality.  相似文献

This article explores the spatial differentiation and integration between the post-disaster victims and the indigenous peasants 8 years after a rapid off-site resettlement oriented by governments in New Beichuan. Data were broadly collected from placement documents, questionnaires, interviews and site measurement by empirical research and on-site investigation in 2014. The resettlement plan was introduced and analyzed for housing resettlement, open space systems, public facilities allocation and resettlement policies. Based on statistical analysis of the questionnaire data and observation on the usage of the built environment, problems with the spatial usage and mismatches between the specific spatial requirements and subjective planning intention of integration are analyzed and preliminary findings are shown. The results showed that the excessive pursuit of speed and deficiency in economically self-sustaining efforts might contribute to insufficient attention given to spatial, social and economic aspects and leads to inevitable and long-standing problems, such as housing quality problems, neighborhoods management and security concerns, contradictions between the housing layout and local living habits, different spatial usage preferences between the indigenous peasants and post-disaster migrants, and disequilibrium of public facility allocation.

The Pygmies are among the remaining ‘savages’ in West and Central Africa. This paper demonstrates how the governance of nature through sedentarization, the creation of national parks as a mechanism of forestry conservation and the failure to endorse standard environmental safeguards in the creation of the Tchad-Cameroon pipeline project have led to the devastation of the livelihood of the indigenous pygmies. Simultaneously, by categorizing the Pygmies as a ‘primitive other’ despite the very dynamism of the concept of culture, the state of Cameroon has excluded them from the benefits of postmodernist development. I demonstrate that projects aimed at modernizing them, and achieving sustainability have instead accentuated their exclusion because of their presumed cultural isolation, led to their deep entrenchment in poverty and resulted in complete erasure. The failure of these projects is due to the clash between global and local perspectives and interests over the Western protectionism and nature aesthetics that underpin conservation and development schemes, and the government’s failure to ensure that developers fulfill their obligations to affected communities, as well as the non-recognition of the multiplex relationships between hunter-gatherers and farmers that is based on cultural, historical and political ecology. Against this backdrop, development has thus, become a process of erasure in which the livelihood of the Pygmies has been balkanized and their cultural existence and identity, negated.  相似文献

Within the context of neoliberal conservation and ecotourism development, the Honduran state has prioritized the desires of foreign tourists and private investors over the needs of indigenous and black coastal inhabitants, and increasingly this is leading to state-sanctioned violence against marginalized groups. I use Peluso’s analytic of coercive conservation (1993) to show how conservation practice furthers the expansionist policies of the state and elite investors while simultaneously dehumanizing the indigenous peoples that depend on natural resources for their livelihoods. While Garífuna culture is central to Honduras’s ecotourism ambitions, their livelihoods, in the eyes of many developers and conservation NGOs, are a potential threat to the viability of the emerging tourism imaginary. Black and indigenous coastal inhabitants are valued for the cultural cache they add to regional tourism plans, yet denigrated for their inherent “backwardness” and presumed inability to respect the delicate ecosystems they inhabit. This imaginary authorizes material practices of racialized dispossession, which were set in motion by neoliberal conservation regimes designed to exploit the natural and cultural resources upon which tourism development is premised.  相似文献

The recent history of resettlement in Ethiopia is briefly reviewed and the caused, flow patterns and some demographic impacts of the 1984/85 government-sponsored resettlement migration are examined with the objective of identifying motivations and constraints in the migration process, analysing changes in population distribution and examining policy implications. Famine was the major push factor in migration, but traditional reactions of peasants to drought and overpopulation caused more drought victims to leave their homes spontaneously for relief and transit centres than as recruits of the government-sponsored resettlement programme. However, motivation to migrate and distances travelled to centres showed strong regional variation, indicating the severity of the famine and traditional adaptive strategies. Changes in rural population density were significant in several awrajas (districts) but were reduced by return migration. Problems associated with this emergency resettlement programme are reflected in difficulties during programme implementation, generally low agricultural production of settlers and high rates of return migration. Further studies are needed on the ecological impact of settler migration in both sending and receiving areas, peasant coping behaviour, as well as the evolution of new settler migration patterns in the new settlement areas in W Ethiopia.  相似文献

In many developing countries, research institutions or centres have been established to develop and/or adapt technologies that would help agricultural development. This is particularly true in Africa where national efforts have been supplemented with international research institutes. Although some modest progress has been achieved in improving agricultural technology, on the whole, the improvement record is not quite encouraging among the small-scale farmers. In many areas, either there are no improved technologies, or where they exist, are unacceptable by farmers. However, where useful technologies exist, their spread has been very limited and where they have been adapted, the benefits only accrue to a small segment of the community. The logical question posed is: why and how do we find ourselves in the current situation? This paper considers the view that to understand fully why the available technologies have remained largely at the research centres, there is need to examine the whole process of research, development, dissemination and utilization of agricultural technology. It is significant to investigate the structural constraints and prospects under which those involved in the process work, their motivations and the interactions between different groups. The traditional ‘top-down’ of development strategy should be supplemented with farmers' indigenous knowledge, and programmes encouraging transfer of agricultural technology should include institutional support. Only by the identification of farmers' environmental and resource utilisation, preferences, socio-economic circumstances and constraints can a development programme of optimum meaning to farmers be devised and implemented with success.  相似文献

This paper considers the development of a particular cultural industry, the indigenous film and television production sector, in a specific locality, Vancouver (British Columbia, Canada). Vancouver’s film and television industry exhibits a high level of dependency on the location shooting of US funded productions, a relatively mobile form of foreign investment capital. As such, the development of locally developed and funded projects is crucial to the long-term sustainability of the industry. The key facilitators of growth in the indigenous sector are a small group of independent producers that are attempting to develop their own projects within a whole series of constraints apparently operating at the local, national and international levels. At the international level, they are situated within a North American cultural industry where the funding, production, distribution and exhibition of projects is dominated by US multinationals. At the national level, both government funding schemes and broadcaster purchasing patterns favour the larger production companies of central Canada. At the local level, producers have to compete with the demands of US productions for crew, locations and equipment. I frame my analysis within notions of the embeddedness or embodiment of social and economic relations, and suggest that the material realities of processes operating at the three inter-linked scales, are effectively embodied in a small group of individual producers and their inter-personal networks.  相似文献

This paper is an attempt to explore the indigenous coping strategies of cyclone-affected coastal people, especially in southwestern part of Bangladesh. This study has been conducted by using qualitative methods, i.e., case study, key informants interviews and focus group discussion were adopted to get the vivid and comprehensive panorama of coping strategies of cyclone-affected coastal people. The paper examines that coastal people envisaged with frequent and severe natural hazards throughout the years which severely affect their everyday life. The findings indicate that in order to cope with the hazards, coastal people change their housing structure, search new jobs, migrate elsewhere, rear alternative livestock, borrow money, take relief and so on. The findings also indicate that local people can perceive and predict about the imminent hazards by observing different indicators and take initiative for disaster prevention, mitigation and adaptation from their existing traditional knowledge and practices. There has not been conducted much empirical research on indigenous coping strategies of coastal people in natural hazards, so policy maker can get a comprehensive view about this context and implement it to national policy for comprehensive disaster management and adaptation.  相似文献

The rise of cultural industries is in part facilitated by the rise of leisure and entertainment in the advanced industrialized economies. This article explores one such example, taking ‘ethnic’ art, flamenco, and examining the role of consumption in shaping flamenco, both as an art form and as an industry. The global reach of the flamenco industry is assessed by focusing on two major markets, Japan and the United States. It suggests the presence of a geographic paradox in contemporary cultural industries, which, on the one hand, points to the need to retain their place-based identity, and on the other hand, indicates the need for regional cultures to establish links to export markets for their survival. It also shows that contemporary cultural change is not a unilateral process of the global invading the local. Rather, it is a process of consumers interpreting, appropriating, and adopting a cultural commodity in their own terms.  相似文献

The European continent, the motherland of nationalism, and the part of the world where political borders and different territorial and cultural identities are mostly interrelated, is now facing new challenges regarding how best to represent its numerous interests within one system. With the increase of international integration European countries began to devote greater attention to the development problems of their border areas that had to be helped to undertake certain functions in the international integration process. The fostering of a more balanced regional development also resulted in a strengthening of regional characteristics, which the new model could no longer ignore. Regional characteristics in turn have always been preserved in Europe by persistent historical and cultural elements of ethnic and linguistic variety. Therefore, it is not surprising that the process of European integration based on the new regional development model was accompanied by a parallel process of ethnic or regional awakening of minorities and other local communities. The key question for contemporary European (though of course this is not limited to Europe) political geography is, then, how the process summarised under the twin labels of social convergence and deterritorialisation will effect the persistent maintenance of regional identities and the corresponding divergence of regional spaces. Or, in other words: is the ‘unity in diversity’ European programme ever practicable and exportable on a world-wide scale or are we to be absorbed by a new global ‘melting pot’?  相似文献

The global extraction of minerals is commonly located in areas populated by indigenous people; and while conflicts between multinational corporations and local activists and indigenous people are widespread today, the understanding of their dynamics are lacking. The Swedish government’s encouragement to an expanding mining industry has caused resistance due to environmental and social implications, particularly its effect on Sámi reindeer husbandry. The resistance to a mine in Gállok is based on the belief that the right to decide about land use historically falls on the Sámi people, and the right to affect land use is detrimental for the survival of Sámi culture and reindeer husbandry. Although the conflict may be perceived as concerning access to natural resources, we argue that the perceived environmental conflict can be viewed as part of a larger struggle over social status and recognition. Data have been collected using qualitative methods such as observations, interviews and documents. The subsequent analysis relies on a meta-theoretical framework of justice as recognition using a typology of relations of power. Our findings suggest that relations of power constitute different categories of social actors. Stakeholders like the Sámi population are subordinated to more dominant stakeholders such as the government, the company and media, who have ‘more’ power or ‘different’ kinds of power ‘over’ others. Through these asymmetric power relations, historical state-Sámi relations are continuously reproduced within prevailing institutions, and also in this mining conflict. Interviewees from business and the municipality testified to the discourses driven by a neoliberal and profit-focused worldview. Challenging the neoliberal discourse, other stakeholders, namely civil society and Sámi, expressed an alternative discourse based on a local, traditional, cultural, environmental and anti-neoliberal worldview.  相似文献

This commentary reflects on Nancy Krieger’s thinking in light of the links between place, ‘race’ and public health from our vantage points as Maori (indigenous) and Pakeha (settler) researchers in Aotearoa New Zealand. We propose an addition to Krieger’s list of pathways through which racism impacts upon the health of indigenous peoples: the systematic alienation of indigenous lands and subsequent degradation of ecosystems that undermine traditional economies. We believe that this proposal, along with the forging of new community-based research partnerships, will increase the potency of Krieger’s challenge: to name and claim racism as a public health issue.  相似文献

Humans think and communicate in very flexible and schematic ways, and a Spatial Data Infrastructure (SDI) for the Amazon and associated information system ontologies should reflect this flexibility and the adaptive nature of human cognition in order to achieve semantic interoperability. In this paper I offer a conceptual investigation of SDI and explore the nature of cultural schemas as expressions of indigenous ontologies and the challenges of semantic interoperability across cultures. Cultural schemas are, in essence, our ontologies, but they are markedly different than classical formal ontologies. They shape our ontological commitments to what exists in the world as well as the ways in which we approach and engage the world. And while they help structure our understanding of the world in which we are embedded, they are associative and flexible. They help to focus our attention to particular details of our experiences and give them salience, yet they cannot be simply reduced to a series of extracted features. They allow us to make meaning of the contextualized, cultural experience in which we are always immersed. An SDI is a shared social-technological-informational structure that, if it is to be useful and successful for sustainability in the Amazon, must incorporate and use indigenous cultural schemas. Indigenous communities must have the ability to contribute to the collection of geospatial data and their contributions recognized as legitimate forms of knowledge. In order for the SDI to work, it must recognize the larger cultural landscape to which cultural schemas can connect to the ready-to-hand elements of salient cultural experiences.  相似文献

The aim of this study was first to review or even identify reliable diagnostic criteria to distinguish recycled and autochthonous vitrinite particles and, second, to examine and try to explain the impact of weathering and reburial on optical changes (reflectance) of recycled material. The work was based on indigenous and recycled particles of two sample sets from two wells drilled in the Senegalese margin basin and the Ardèche paleomargin (SE France), respectively. In addition to reflectance measurements, the studied samples have also been analysed by Rock-Eval pyrolysis. For both sample sets, hydrogen index (HI) and oxygen index (OI) values suggest a type III organic matter of dominant terrestrial origin.Two main diagnostic criteria appear particularly useful to identify indigenous and recycled vitrinite particles: the first is the clear genetic relationship between telinite and collotelinite; the second is the presence of pyrite framboid inclusions in indigenous vitrinite. The pyrite–vitrinite association illustrates the relationship between sulphate reduction, pyritisation, and in situ organic matter transformation through gelification process. However, application of both diagnostic criteria requires some additional information about depositional conditions (i.e., anoxicity) and thermal maturity of the studied samples. Weathering has no or only very limited effect on vitrinite reflectance. During their new burial history, recycled vitrinites follow a reflectance evolution path close to that of inertinites and thus appear as transitional materials between vitrinite and inertinite macerals. Consistently, this behaviour implies that recycled vitrinite reflectance changes during burial diagenesis do not solely depend on their chemical composition but, most probably too, on combined chemical and structural changes inherited from their past burial history and from the impact of weathering during their recycling stage.  相似文献
