This paper explores the spaces and power relations of ethical foodscapes. Ethics can offer a commodity a valuable unique selling point in a competitive marketplace but managing the changeable and multiple motivations for stakeholder participation throughout the commodity chain in order to utilise this opportunity is a complex negotiation. Through exploring the spaces and relations within three South African–UK ethical wine networks, the discursive tactics used to sustain these are uncovered. The discourses of Fairtrade, Black Economic Empowerment and organics are highly adaptive, interacting with each other in such a way as to always be contextually appealing. This ‘tactical mutability’ is combined with ‘scales of knowing’, which, this paper argues, are essential for network durability. ‘Scales of knowing’ refers to the recognition by stakeholders of the potential for different articulations of a discourse within the network, which combines with ‘tactical mutability’ to allow for a scalar, contextual and ’knowing’ (im)mutability to ensure the discourse’s continued appeal. However, even when one discourse is the ‘lead’ it always folds within it linkages to other ethical discourses at work, suggesting that ethical practice is mutually supportive discursively. This means that at the producer end ethical interactions may offer more capacity to enact genuine transformation than the solo operations of a discourse.  相似文献

Using qualitative data from a research project investigating contemporary rural identities in England this paper examines the apparently contradictory discursive claims that are made on rural spaces. It looks in particular at the ways in which these are narrated - through the notions of rural space as a site of safety, orderliness and community on the one hand and as a site of freedom, anti-order and non-regulation on the other. While the former is a familiar, entrenched and critiqued representation of rurality, the latter narrative has a more marginal and ambivalent place in the dominant rural imaginary. Drawing on Foucault’s concepts of panopticism and heterotopia the paper demonstrates the ways in which the rural is a highly labile concept and emphasises its continual ‘unfinishedness’. However, alongside this, the paper suggests that the tensions and contradictions of the orderly and anti-orderly discourses are underpinned by a particular coherency that is driven by senses of community, belonging and self-regulation. While these do not resolve the contradictions of the discursive claims the potency of such drivers are sufficient to produce a particular inclusive spatiality which is able to accommodate and incorporate the different discursive positions and the practices that are associated with each.  相似文献

The demise of the Soviet Union precipitated profound changes in formerly collectivised rural spaces across Eastern Europe and Central Asia. However, it is only recently that attention to the post-Soviet ‘land question’ has begun to move beyond predominant, practical concerns with land restitution and fragmentation and towards engagement with diverse discourses of rurality, nature and modernity. In particular, longitudinal accounts of the narratives and practices of Soviet modernisation and post-Soviet “development” in specific rural places and societies are lacking. This paper is concerned with the complex linkages between environmental policies, practice and concepts of nature in such spaces and over recent history. Through examination of the management and representation of nature amongst pastoralist communities in Mongolia and in the collective and post-collective eras this paper seeks to understand local-level enactments, reworking and assimilation of externally-derived discursive and policy formulations. In doing so it acts as a corrective to state-centred and homogenising visions of Soviet and post-Soviet rurality. It highlights how local herders’ ‘room for manoeuvre’ in expression and enactment of diverse ideas of nature and its management resides primarily in informal spaces, facilitated by recent trends of devolution in natural resource management. Finally, the paper demonstrates how nomadism has been constructed and reconstructed as a component of, rather than inimical to, modernity, albeit with as yet unproven implications for livelihoods and for nature in rural Mongolia.  相似文献

The aim of this paper is to contribute to an understanding of clusters, including both the material and discursive dynamism of cluster construction, and shed light on how clusters—once established—affect the actors, institutions and processes that constitute them. It does this by viewing clusters as an actant, i.e. something that acts or to which activity is granted by others. The empirical analysis examines two clusters in the public cluster programme Norwegian Centre of Expertise (NCE): the Møre maritime cluster and the Hordaland subsea cluster. It focuses on the type of development paths they are following and how the material and discursive processes are interweaved in these paths. The clusters are related to the concept of cluster construction, which is triggered by ideas, representations, policy and industry practice. The Møre maritime cluster is characterized by bottom-up clustering processes and illustrates how the material practices of firms can trigger clustering processes such as the establishment of a cluster and the identification of a prototype of best cluster practice. On the other hand, the Hordaland subsea cluster expresses a top-down process and how the ideal world of academics and policy-making can encourage processes of clustering among co-located firms. Based on these observations of material and discursive interweaved clustering processes and how they affect both those who are practicing and those who are promoting them, we find it reasonable to argue for a stronger awareness of such feedback loops in cluster studies.  相似文献

This article contributes to the study of changing climate discourse and policy in emerging powers through a case study of climate discourse in India since 2007. Based on interviews with key actors in Indian climate politics and textual analysis, three general climate discourses – the Third World, Win–Win and Radical Green discourses – are identified. The discourses are characterised by different constructions of India’s identity, interests, climate change exposure and climate policy orientation. At the most general level, the article finds that there has been a general discursive shift from the Third World discourse to the Win–Win discourse, and that the latter discourse is in broad agreement with the dominant international climate change discourse of ecological modernisation and thus supports an alignment between Indian and international climate politics. We also find, however, that India’s domestic climate politics is marked by co-existence and tensions between the three climate discourses, producing a complex and at times contentious discursive politics over climate change, identity and development. The case study presented in this article moreover demonstrates how national interests are socially constructed and how changes in policy reflect changes in the dominant discourse.  相似文献

Gypsy Travellers have a long history of marginalisation in Scotland, but their mobility remains an issue of particular contention. Drawing upon a series of interviews with Gypsy Travellers in the North-East of Scotland, this paper uncovers how power and politics permeate discourses on movement to legitimise the spatial ordering of this traditionally nomadic group. The paper begins by exploring the more hidden and subtle aspects of mobility, such as the emotional and imaginative ties to travel. It then shifts to document how Gypsy Travellers’ geographies have been compromised by discriminatory policies and practices, which demonstrate a misunderstanding of the heterogeneity of their mobility. Consequently, increasingly punitive policies have pushed many Gypsy Travellers to abandon their travelling ways to move into “fixed” housing, while others have been forced into states of perpetual motion. The overall goal of the paper is to unravel the discursive constructions of movement in the context of institutionalised power and to document the spatial ordering of Gypsy Travellers’ lives, whose marginality has been legitimised by laws, ideologically sustained and reproduced in policy documents.  相似文献

Most research on the discourses and practices of urban regeneration in the UK has examined case studies located in areas of relative socio-economic distress. Less research has been undertaken on regeneration projects and agendas in areas characterised by strong economic growth. Yet, it is in such places that some of the best examples of the discourses, practices and impacts of contemporary urban regeneration can be found. In some areas of high demand regeneration projects have used inner urban brownfield sites as locations for new investment. With the New Labour government’s urban policy agendas targeting similar forms of regeneration, an examination of completed or on-going schemes is timely and relevant to debates over the direction that policy should take. This paper, drawing on a study of urban regeneration in one of England’s fastest growing towns, Reading in Berkshire, examines the discourses, practices and impacts of redevelopment schemes during the 1990s and 2000s. Reading’s experiences have received national attention and have been hailed as a model for other urban areas to follow. The research documents the discursive and concrete aspects of local regeneration and examines the ways in which specific priorities and defined problems have come to dominate agendas. Collectively, the study argues that market-driven objectives come to dominate regeneration agendas, even in areas of strong demand where development agencies wield a relatively high degree of influence. Such regeneration plays a symbolic and practical role in creating new forms of exclusion and interpretations of place.  相似文献

This paper describes the changing discourses of territory in Sri Lanka and their utility in conflict relations. The primordial homeland has been at the center of Sri Lanka’s armed struggle, in which both Sinhalese and Tamil nationalisms have used claims of ancient and ethnically determined territories to justify their right to self-determination, territorial sovereignty, and armed struggle. This identity–territory nexus based on historical argument has been destabilized in Sri Lanka, however. Scholarly findings suggest that historical linkages between ethnicity and territory in Sri Lanka are highly problematic and are no longer effectual means for adjudicating territorial desires in Sri Lanka and producing stable homelands. I argue that rights-based territorial discourses have emerged to enhance the old historical justifications for territorial authority. New narratives based upon fulfilling or denying human rights have been put to work linking authority to territory based upon moral fitness and unfitness, political legitimacy and illegitimacy, and ultimately, upon which political actor deserves to rule the territorially bound population under its control. The first part of the paper examines historical narratives linking national homelands to identity as well as scholarly work that deconstructs this linkage. In part two, external sovereignty and political legitimacy are discussed as the starting point for understanding how rights-based discourses justify territorial claims. In part three, accusations related to human rights violations are described as an important vehicle for shaming political adversaries, undermining their legitimacy, and making and unmaking territorial claims in Sri Lanka.  相似文献

This paper offers a critical assessment of REDD+ in Nigeria through a political ecology perspective. Focusing on questions of property rights and resource access, it maps the discursive articulations and contestations through which carbon rights are being determined. It also shows how these articulations and contestations are linked to land and forest rights, and how they shape everyday access to the forest. Evidence from the Nigerian case suggests that factors that complicate rights and undermine access to resources for forest communities under REDD+ are immanent to the contested terrain constituted in part by REDD+ proposals, proponents’ discourses and practices geared towards securing the forest for REDD+. Efforts to secure property rights and guarantee the permanence of REDD+ forests align with economic, ecological and ideological aspirations of state and non-state actors to produce a regime of militarised protectionism. I demonstrate how, in addition to its material and symbolic facilitation of the emergent carbon forestry economy, militarised protectionism as a regime of exclusion also constitutes collateral political economies of ‘more-than-carbon’ forest resources (such as timber and non-timber forest products) which perpetuate capital accumulation by the elites. It is this kind of exclusion–accumulation dialectic, legitimised by carbon forestry claims that this paper describes as carbonised exclusion. The paper thus furthers debates on the political ecology of REDD+ and other carbon forestry projects, while productively engaging technocentric literature on REDD+ and property rights.  相似文献

This paper analyses how the authority of west German media workers to produce ‘truthful’ representations about unification and eastern Germany after 1989 was discursively constructed. Rather than simply assuming the superiority of western knowledge, I show that the right of western media producers to speak for and about east Germany had to be constructed and defended discursively on a number of registers. Western journalists, in particular, had to demonstrate their credibility towards west and east German audiences, evidence their ability to report objectively and authoritatively, and prove themselves superior in the production of knowledge. Their truth claims had to be negotiated in the midst of a range of competing discourses. The complicated constitution of audiences meant that western journalists had to cast themselves in various different roles to justify their position as ‘knowing subjects’: as explorers, surveyors, observers, commentators, mediators and/or educators. The paper explores, how the divergence between these different positions was reconciled through a number of discursive strategies. I highlight the ambivalences and internal contradictions produced within journalistic discourses as well as through the existence of differentiated audiences.  相似文献

This paper advances understanding of how unequal risks to environmental hazards are generated. Marginalization is the best known explanation for the production of risk. The concept of marginalization was elaborated through studies of hazards in the global South and connotes how social inequalities constrain livelihood options of less powerful social groups. Thus, marginal groups are pressured to degrade landscapes and occupy hazardous environments while they experience decreased capacities to cope with environmental change. This paper directs analytical attention beyond the material to include the discursive realm and demonstrates that the production of unequal risk is contingent upon how hazards are differentially perceived, represented, and contested in social spaces. Findings from a flood disaster case study in the El Paso (US)–Ciudad Juárez (Mexico) border metropolis highlight how hegemonic discourses reinforce material processes of marginalization in flood-prone social spaces. Findings also reveal how socially-powerful geographical groups of people have harnessed institutional resources in their efforts to externalize risks and capitalize on environmental opportunities in some flood-prone areas. The concept of facilitation is used to explain the material-discursive production of socially-elite, flood-prone spaces. Facilitation clarifies how powerful groups are provided privileged access to institutional resources in their pursuit of environmental rewards, contributing to unjust socioenvironmental outcomes. In conclusion, I outline key aspects of how unequal risks are materially and discursively (re)produced within hazardscapes through relational processes of marginalization/facilitation.  相似文献

Mediation refers to an informal process in which a neutral third party helps parties in conflict attain an agreement which they were unable to reach on their own. It is mainly used to solve social, economic and political problems, but its characteristics allow using it to resolve also environmental disputes. The purpose of this article is to examine over a period of time the different attitudes of some groups of populations (communities, municipalities and governmental authorities) toward mediation agreement and its implications. The agreement was signed for an area which was declared a National Park due to its unique landscape—characterized as a cultural landscape (a landscape which represents a combined works of nature and of man). Examination over time is intended to expose whether changes have taken place in the populations in respect to the agreement and its social and cultural influences on them. The paper is dealing with Wadi Zalmon, a stream flowing from east to west in Western Galilee, in the north part of Israel and its environs. In this declaration are involved many populations, which represent the multicultural distinctiveness of Israeli society: Christians, Moslems, Bedouins and Jews.  相似文献

Over the last decade a range of social banks and Community Development Finance Initiatives (CDFIs) have developed a social investment sector in the UK. Some of these organisations emphasise their belief in partnership, association, reconnecting and re-humanising the relationship between investors with borrowers in order to reap social returns. ‘Ethical’ investors are encouraged to take sub-market returns on their investments in order for surpluses to be distributed to the organisations’ beneficiaries. Some key theoretical and political questions include: how are investors enrolled in these initiatives? What discourses of ethics are constructed and how do investors relate to them? How do these discourses relate to debates in geography revolving around ‘caring at a distance’? Drawing on work on the Charity Bank and the Industrial Common Ownership Fund (ICOF), this paper analyses how these discourses are constructed and mediates the relationship between investors and borrowers. It explores stakeholders both investors’ and borrowers’ perceptions of these activities as well as the way investors construct their own reasons for investing.  相似文献

Geophysical methods—seismic refraction (SRFR), electrical resistivity tomography (ERT), and microgravity—were applied to the Dead Sea (DS) sinkhole problem in the Ein Gedi area at the earlier stage of the sinkhole development (1998–2002). They allowed determining the sinkhole formation mechanism and localizing the sinkhole hazardous zones. The SRFR method permitted to delineate the underground edge of a salt layer at the depth of 50 m. The salt edge was shaped like the sinkhole line on the surface. It was concluded that the sinkhole development is linked to the salt edge. Geoelectrical quasi-3D mapping based on the ERT technique detected large resistivity anomalies with 250–300 m2 diameter and 25–35 m deep. The Ein Gedi area has been also mapped by the use of Microgravity method. The residual Bouguer gravity anomaly map shows negative anomalies arranged along the edge of the salt layer. Those gravity anomalies overall are very similar in plan to the resistivity distribution in this area. The results of forward modeling indicate that both high resistivity and residual gravity anomalies are associated with a subsurface decompaction of the soil mass and deep cavity at the sinkhole site. Following monitoring of the sinkhole development carried out by the Geological Survey of Israel confirmed our suggestions. The drilling of numerous boreholes verified the location of the salt edge. Geographical Information System (GIS) database testifies that during 2003–2009 new sinkholes are continuing to develop along the salt edge within a narrow 50–100 m wide strip oriented approximately in north–south direction (slightly parallel to the shoreline). No promotion in west–east direction (perpendicularly to the DS shoreline) was observed in Israel. Collapse of sinkholes and their clustering have been occurred within the area of high resistivity anomaly and negative residual gravity anomaly. Similar studies carried out at the Ghor Al-Haditha area (Jordan) have shown that sinkholes there are also arranged along the winding line conforming to the salt edge. In this area sinkholes are slowly moved to the Dead Sea direction. Results of geophysical studies in numerous DS sites indicate similar sinkhole development. It allowed generating of the sinkhole formation model based on ancient (10,000–11,000-year old) salt belt girding the Dead Sea along its shores  相似文献

This paper explores different ways that the category of nature is used in addressing landscape changes associated with exurbia and exurbanization. Nature is an important category in the practices and representations that residents and planners use to construct and maintain exurban landscapes. However, common ways of mobilizing nature in exurban planning discourses often obstruct better discussion, rather than facilitate it. Invoking nature can make planning processes more difficult by providing a means for naturalizing planning decisions and also by exacerbating struggles over whose nature will be managed in what ways. More explicitly framing what is meant by nature in exurban planning may improve discussion of landscape problems associated with sprawl. The goal of this paper is to contribute to creating a framework for more actively contextualizing how “nature” is used in discourses relating to exurbanization. I suggest that such a framework would need to consider—and make explicit—themes such as the four that I discuss in this paper: (1) the centrality of the production of nature to exurban landscapes; (2) multiple meanings of nature that are often confused; (3) ways that normative statements about nature tend to be unquestioned in exurban planning; and (4) the simultaneous difficulty and usefulness of critiquing and “denaturalizing” both material and discursive nature. Explicit conversations about the role and representation of nature within residents’ and managers’ land-use practices and ideologies could create opportunities for dialogue between residents, planners, and academics about the valuation of and preferences for constructing particular landscapes, especially in addressing problematic aspects of the phenomena of “amenity migration” and “sprawl.”  相似文献

This paper aims to bridge the literatures of industrial districts and organizational networks by studying the development of organizational relationships in Taiwan's integrated circuit (IC) industry. Firms of the IC industry in Taiwan are highly concentrated in the Hsinchu Science-based Industrial Park (HSIP). They not only have contributed the most to the combined sales for the HSIP compared to other industries for half a decade, but also have made Taiwan the country with the fourth-largest IC industry in the world today. Along with the creation and maintenance of global competitiveness in this industry, the means of developing organizational relationships and geographical linkages are examined in this paper. The empirical findings are based on analysis of data regarding the organizational connections for Taiwan's IC industry during 1976 to 1996, collected at the individual firm level. It is found that a concurrent process of intensifying the internal as well as external linkages has occurred in the HSIP, a young high-tech region. It indicates that not only is the ``regional advantage' sufficiently sustained, but also the global industrial networks are continuously expanded to maintain the openness and dynamics of the region.  相似文献

This article examines the social and material politics of coal, focusing on mobilizations against opencast mining in the United Kingdom and Indonesia. Contested spaces and practices elicited by coal extraction provide important openings through which to understand how ‘hydrocarbon modernity’ is experienced and entangled with different processes of neoliberal capitalism. We investigate resistance against coal at Ffos-y-Fran in South Wales and the IndoMet project in the Indonesian province of Central Kalimantan, exploring how assemblages of protest have challenged the material effects, discursive practices and regimes of accumulation attendant within the coal industry. In both countries, campaigns seeking to ‘end coal’ have built dynamic geographical alliances, and as collective challenges to mining activities have unfolded, we consider how movements targeting specific sites of extraction have sought to disrupt the industry’s 'dis-embedding' of coal from the landscape. Drawing on accounts of how hydrocarbon politics shape societies, the approach we present draws attention to changing linkages between economic, environmental and social advocacy while illuminating the varied ways in which coal mining can compound and perpetuate inequality.  相似文献

Croatia ranks among those parts of Europe which have taken very high part in all forms of emigration flows in almost all periods of the last few centuries. The emigration from Croatia was caused by different reasons, such as historical, political, national, religious, social and other. It started in the 16th century and has been going on more or less intensively in different historical periods up to now. The first emigrations were caused by Turkish invasion, and those from the later periods came as a result of economical, social and political circumstances in which population of Croatia lived at the time. About 500,000 people had emigrated from Croatia in the period from the end of the century up to World War I. Most of them went to the USA. World War I had made a break in the mass emigration. After the war the emigrant problem came up again, but with some essential changes which were the consequences of the war. World War II stimulated a greatwave of emigration from Croatia. Emigration occurred either voluntarily or involuntarily. For the entire period 1948–1981, statistics show that modern overseas emigration from Croatia totalled roughly 140,000 persons. Finally, we would like to emphasize that the problem of emigration was and is still actual for the Croatian nation, especially in view of the fact that emigration from Croatia did not stop and continues up to this day. As a result today two million and half Croatian immigrants and their descendants live abroad.  相似文献

This paper presents a critical engagement with current initiatives for ethically-labeled goods in South Africa, thus offering an intervention in a literature on ethical consumption that has previously prioritized the global North. Through an interview-based methodology supported by focus groups in the Western Cape, the paper attends specifically to the strategies shaping recent forms of ethical consumption in South Africa on the part of business and civil society. Campaigns and strategies associated with three of the most prominent ethical labeling initiatives in South Africa—Proudly South African, Fairtrade Label South Africa and the Southern African Sustainable Seafood Initiative (SASSI)—are evaluated. Barnett et al.’s (2011: 90) notion of “mobilizing the ethical consumer” is brought into conversation with ethical consumption literature on local embeddedness in order to assess the ways in which the organizations responsible for these initiatives combine globalizing business and political networks of responsibility with local institutions and values in South Africa. The role played by the discursive construction of a growing South African ‘middle class’ is also acknowledged as part of the process of encouraging ethical consumption on the part of these actors. In conclusion, it is suggested that understanding ethical consumption in South Africa, as elsewhere, requires sensitivity to both transnational networks of globalizing responsibility and localized expressions of ethical consumption.  相似文献

This paper discusses the different ways in which local identities are used in two Dutch municipalities. Like all local administrations these Dutch municipalities have to deal with external forces by plotting their own course between closing-off and opening-up. Local identities are used not only for resisting external threats like municipal amalgamations, but also to attract external resources. It proved useful to distinguish between primary identity discourses based on the widely recognised dominant characteristics of the local community, and secondary identity discourses based on how communities within a municipality have over time learned to deal with these different primary local identities. During an amalgamation this secondary identity discourse disappears with the old municipality. The disappearance of the protective shield of a secondary identity discourse can threaten the underlying primary local identities, and can bring local identities into the centre of the local political debate. A perceived external threat frequently changes the character of these local identities. They can become more inward oriented, focus more on their historical roots and their differences with others; they ‘thicken’ into resistance identity discourses. In other cases the secondary identity discourse of a municipality is too weak and indistinct to support the primary local identities of its communities. Municipal amalgamation can then help to promote a new more attractive secondary, ‘thin’ regional identity discourse based on a selection of characteristics used in established primary local identity discourses.  相似文献
