A large marine ecosystem (LME) governance framework, developed from a need to effectively address the sustainable management of the shared living marine resources of the Caribbean, is proposed. The framework is based on four propositions and focuses on a linked examination of two well-known components of LME-level governance: the policy cycle process by which decisions are made and the multi-level nature of LMEs. It accommodates the diversity of policy cycles at multiple levels and the linkages among them required for effective governance of LMEs. The framework takes into account of factors such as context, purpose, jurisdictional scale, capacity and complexity and provides a means to identify critical areas for intervention.  相似文献

Marine governance involves interaction between networks and actors from different types and levels of organizations. The concept of multi-level or network governance steps away from the assumptions that supra-national and national government at the macro level is the dominant policy making unit. At all levels information is crucial, among others to overcome social dilemmas of collective action in marine resource use and management. In this paper theories of multi-level governance, of collective action, of trust and of information economics will be linked to the idea of the increasing importance of information, information technologies and information processes in environmental governance, which is termed ‘informational governance’. This linking of theories and concepts results in a new and innovative framework to better understand the changing role of information in marine resource management, enterprises, institutions and actual practices of governance. The framework will help to investigate the effectiveness of informational governance in solving problems related to marine resources.  相似文献

In this paper we identify the critical issues which Caribbean Community (CARICOM) countries must address in defining their approach to fisheries governance. We suggest practical measures which should be taken in order to deal with these issues. Emphasis is placed on institutional reform which builds a broader institutional base for resource management than has been common in the past. Fisheries administrations need to develop partnerships with nongovernmental organizations, particularly fisherfolk organizations. This includes strengthening the capacity of those organizations to participate in the management process. There is also the need to strengthen regional organizations within the Caribbean, in order that they may better manage shared resources within the region as well as participate in international management initiatives.  相似文献

Environment and development agendas are increasingly being characterised by regional-scale initiatives. This trend is in part motivated by recognition of the need to account for global drivers of change (e.g., climate change, migration, and globalisation), the aspirations of achieving large-scale ecological goals (such as maintaining ecosystem processes), and reconciling potentially conflicting priorities in multi-use planning. However, regional-scale governance is challenging and there is little theoretical guidance or empirical evidence to suggest how it can be achieved. This paper uses the Institutional Analysis and Development framework to highlight the diverse contextual factors that challenge governance of a large-scale marine common, using an example of the Coral Triangle Initiative. The analysis points to the need for a critical, reflexive approach to the Coral Triangle Initiative if it is to effectively navigate diverse contexts and reconcile multiple objectives in the region. Recognising the heterogeneous, multi-scale and interlinked nature of large-scale marine systems is critical. Coping with contextual complexity will require innovative approaches that strive to be inclusive of varied perspectives and actors, enable and support effective collective-choice arrangements at lower levels of organisation, and organise and link diverse institutional arrangements at multiple scales. Large-scale marine governance will also involve a great deal of experimentation and regular adjustments to governance arrangements to account for the dynamic nature of regional commons.  相似文献

Since 2002, 5.3% of the Victorian coastal waters have been declared as Marine Protected Areas (MPAs). These are aimed at safeguarding important marine habitats and species, significant natural features, and areas of cultural heritage and aesthetic value. However, MPAs impact the fishery for southern rock lobster (Jasus edwardsii), as total allowable catches (TACs) were previously set to allow the biomass to recover to pre‐specified target levels. The model on which assessments and risk analyses are based is extended to include the impact of MPAs. The MPAs and the area open to fishing are modelled as subpopulations with different levels of mortality and consequently different density and population size‐structure. A range for the probability of a lobster moving from a MPA to the fished area from 0 to 15% is considered, based on the results of tagging studies. The reduction of biomass available to the commercial fishery because of the introduction of MPAs is estimated to be 8% and 16% (Western and Eastern Zones) respectively. The results of a risk assessment show that if the current TACs are maintained, the time to increase the biomass available to the commercial fishery by 50% would be delayed 5–9 years in the Western Zone and 1–4 years in the Eastern Zone because of the impact of displaced effort. In contrast, spawning biomass in the Eastern Zone is currently below the agreed limit reference point, and the introduction of MPAs would enhance the rate of recovery, although only marginally initially, faster than the absence of the MPAs.  相似文献

Institutional analysis is among the most significant research programs in the economics of fisheries management, and it increases our understanding of the relationships between the institutional framework and the fishing sector. Galicia is one of the most important fishing regions in the European Union, and this paper analyses the Galician fishing sector from a new institutional economics approach. The paper studies several topics that characterise the relationship between institutional rules and fisheries management in Galicia. Many articles have been published in recent years criticizing the management of living marine resources based solely on biological stock conservation criteria. In the United States and in many parts of the rest of the world, multiple management objectives and goals in addition to stock conservation must be met by fishery managers responsible for the marine resources under their control. An alternative management metric, conservation efficiency, is recommended based instead on a multi-disciplinary scientific framework that captures these different goals and the behavior of participants in the fishery. On the basis of the constraints facing managers, resources can be conserved and the quality of life of consumptive and nonconsumptive fishery participants improved.  相似文献

Extensive criticisms of the management of marine fisheries periodically arise for a variety of reasons. While the complexity of the US fisheries management process is partially to blame, these reasons manifest themselves in statements that include a perceived decline in living marine resource abundance levels, a proposed change in the regulatory infrastructure, or improvements in stock abundance that some feel should allow for new entrants. Following these criticisms are calls to end the federal management process or at the very least the replacement of the fishery management agency leadership. These demands driven by rent seeking behavior use short-term declines in abundance as justification when the long-run abundance measures would have indicated improvements in stock abundance and achievement of management objectives. Empirical, long-run, stock abundance indices are estimated using synthetic demand methodology, based on bioeconomic fishery theory, applied in a general and partial equilibrium theory framework to determine if maximum sustainable yield (MSY) management targets have been achieved and maintained for four fisheries considered to be successfully managed and one characterized as a socio-economic disaster. The abundance of a fish stock is more influence by extra-market and extra-fishery forces than by fisheries managers who base allocation decisions solely on single species stock assessments.  相似文献

This paper discusses some of the challenges and opportunities that can arise when implementing ecosystem-based management (EBM) in tropical nations. EBM creates a new series of challenges, problems, and opportunities that must be considered in light of existing governance and management frameworks in a local context. The paper presents five case studies from different parts of the tropical world, including Oceania, insular and continental Southeast Asia, East Africa, and the Caribbean, which illustrate that the implementation of EBM in watershed and marine ecosystems offers a new series of challenges and opportunities for its inclusion with existing forms of environmental governance and management. The paper suggests that EBM is best thought of as an expansion of customary management (CM) and integrated coastal management (ICM), rather than a paradigm shift, and that it has certain benefits that are worth integrating into existing systems when possible. The paper concludes that the cultural and institutional context of CM as well as the experience, technical skills, and legal basis that serve ICM programs are logical platforms from which to build EBM programs. Some guidelines for creating hybrid management regimes are suggested. In sum, declining marine species and ecosystems require urgent action, necessitating utilization of existing paradigms such as ICM and CM as a foundation for building EBM.  相似文献

Coastal-marine systems in small island developing states of the Caribbean are highly vulnerable to both current and future climate change. Societies navigate these changes in part through processes of governance and the institutions through which governance takes place. The concept of institutional adaptive capacity is used to explore how governance processes and institutional arrangements can be adapted to match the scale and extent of climate change in a case study of the Soufriere Marine Management Area, St. Lucia. Institutional adaptive capacity is analyzed based on the following factors: institutional variety, analytical deliberation and nesting and networks. The analysis is based on 36 semi-structured interviews conducted with key informants from NGOs, cooperatives, management authorities and government agencies. The findings suggest that governance to address climate change in the case study is contingent upon developing holistic, integrated management systems, improving flexibility in existing collaborative decision making processes, augmenting the capacity of local management authorities with support from higher-level government, exploring opportunities for private–social partnerships, and developing adequate social–environmental monitoring programs. These findings have potential implications and lessons for similar settings throughout the Caribbean.  相似文献

Islands are often considered to be a priority for conservation, because of their relatively high levels of biodiversity and their vulnerability to a range of natural and anthropogenic threats. However, the capacity of islands to conserve and manage biodiversity may depend upon their governance structures. Many island states are affiliated to other countries through an ‘overseas territory’ status, which may provide them with access to resources and support mechanisms, but which may also influence the capacity for local-scale management of environmental issues. The United Kingdom has 12 island Overseas Territories (UKOTs), most of which support biodiversity of high conservation concern. This study investigates perceptions of current and future threats to marine ecosystems and constraints to environmental protection on the six Caribbean UKOTs, through semi-structured interviews with officials from UK and UKOT government departments and non-governmental organisations. Coastal development, pollution and over-fishing were perceived as threats of most concern for the next decade, but climate change was perceived as by far the greatest future threat to the islands' marine ecosystems. However, a series of common institutional limitations that currently constrain mitigation and conservation efforts were also identified, including insufficient personnel and financial support, a lack of long-term, sustainable projects for persistent environmental problems and inadequate environmental legislation. These findings highlight the need for regional cooperation and capacity-building throughout the Caribbean and a more concerted approach to an UKOT environmental management by the UK and UKOTs' governments.  相似文献

Atlantic Bluefin Tuna is an important but not well managed fishery in the Mediterranean Sea. In this paper, management system is evaluated with information on stock status, resource rent, and total employment. The non-restrictive implementation of International Commission for the Conservation of Atlantic Tunas (ICCAT) policies is found to be the institutional reason for its management failure, while the common-property and shared stock nature of this fishery is the fundamental reason. To address these major issues, policy schemes are proposed to help sustainably manage this valuable resource in the Mediterranean Sea.  相似文献

It has been suggested that the fisheries management process with multiple, informed stakeholders and socio-economic, political, and scientific complexity can be considered a governance network. This exploratory study applied communication network analysis (CNA) measures and methods to assess two cases of US federal fishery management in the Northwest Atlantic—Atlantic herring and sea scallop. Through questionnaires and interviews, CNA maps were constructed and quantitative measures of network structure and function (density, weighted average path length) and centrality measures for individual network members (degree, betweenness) were derived using InFlow software. The results show that fishery governance networks are horizontally and vertically integrated across levels of government and public–private–nonprofit sectors. The findings validated existing understanding of fisheries management as a contested, competitive management context among stakeholders, and provided new insights about the effectiveness of information sharing across the network and the critical role of bridgers connecting disparate subgroups. Fisheries management can be conceptualized and analyzed as governance networks, and the paper discusses additional research questions, refinements needed for application of the research methods, and ramifications for managers (e.g., can resource managers manage networks).  相似文献

The rise of organised illegal fishing and trade in abalone from the late 1990s destabilised South Africa’s historically stable, quota-managed fishery, culminating in its closure in 2008. The development of the fishery is described in a historical context, including the evolution of South Africa’s science-based abalone fishery management system. The diverse suite of responses deployed to combat illegal fishing and the black market trade in abalone are reviewed, including;- fishery reform to expand rights to a greater number of previously disadvantaged fishers, a territorial user rights fishery (TURF) system, special compliance operations and courts, the CITES listing of abalone, and the serial reduction in the TAC, culminating in the controversial and legally contested closure of the fishery. The main causes of the rise of the illegal fishery are diagnosed as 1) the massive increase in the abalone price that occurred in the 1990s triggering an abalone fishing “gold-rush” and 2) the failure of the post-Apartheid fishery reform process to accommodate many traditional fishers in a legal fishing rights framework resulting in them operating outside the formal fishery management system. By contextualising the abalone fishery as a complex system, embedded in South Africa’s socio-political setting, we show how the resource focussed fishery management system did not have the capacity to incorporate the powerful social, political and economic drivers determining fisher behaviour. We conclude with the need to revisit South Africa’s abalone fishery management paradigm, and argue that a more integrated governance approach is required that takes into account the biological, socio-political and economic factors determining the fishery activities.  相似文献

The nature of participation by fishing organizations in fisheries management in the Northeast US is changing. Evidence of this is the number of groups that are actively seeking opportunities for group governance of marine resources. This article explores emerging collaborative or co-management arrangements in this region (a process whereby decision-making is shared between federal/council level and fishery stakeholder groups) and the shift towards an ecosystem-based approach to the management of marine fisheries.This research suggests that it is an opportune time for the development of a regional policy in the Northeast that provides an enabling environment in support of decentralized governance of federally managed marine fisheries. It also suggests that these initiatives can play a key role in operationalizing ecosystem-based management.  相似文献

Good governance is paramount to the sustainability of fisheries, and inclusiveness of stakeholder groups has become the centerpiece in the ethos of managing small-scale fisheries. Understanding the effect of governance network structures on fishery sustainability can help guide governance to achieve desired outcomes. Data on resource users, fishing methods, governance networks and classifications of stock health were compiled for 17 sea cucumber fisheries in the Indian Ocean. The subjective influence of the actors and the complexity of governance networks on the health of wild stocks were analyzed. The fisheries differed widely in their resource users, fishing methods and governance networks. Little correspondence was found between the number of nodes in the governance networks and the health (exploitation status) of wild stocks. Government entities dominated the networks but neither their relative influence in the networks nor their proportionate contribution to the number of entities in the networks greatly affected stock health. These findings do not refute the benefits of inclusive governance, but rather suggest that multiple other factors (e.g. inadequate regulations, weak enforcement, high number of fishers) are also likely to play a role in influencing sea cucumber fishery sustainability. 根据长山群岛 1965-2016 年渔业统计资料,分析长山群岛海域主要捕捞渔获物产量、平均营养级 (Mean trophic level, MTL)、渔业均衡指数 (Fishing in balance index,FiB) 年际变化,探讨其海洋渔业资源利用状况,并利用小波分析方法研究52年来渔获物 MTL 周期变化特征。研究表明: (1) 长山群岛捕捞产量、MTL 和 FiB 指数呈阶段性变化; (2) 长山群岛渔业资源开发经历初期开发、扩张捕捞、过度捕捞、资源破坏等四个阶段,渔业资源环境正在逐渐恶化;(3) 受人类捕捞活动影响,MTL 在 15~19 年和 24~34 年两种时间尺度下呈周期波动,30 年为第一主周期,17 年为第二主周期。长山群岛渔业资源破坏日益严重,未来几年平均营养级将呈下降趋势。为防止渔业资源进一步衰退,应加强捕捞活动管理力度,落实海洋渔业资源保护制度;完善预警机制,构建海洋渔业资源监测系统;同时应积极调整长山群岛渔业产业结构,提高资源产出效率.  相似文献

The ecosystem approach to fisheries (EAF) is a holistic paradigm that considers stocks of exploitable species, marine ecosystems and stakeholders. Management agencies must strike a balance between their capacity constraints and the requisites of management measures. Most small-scale sea cucumber fisheries of Pacific Islands have been plundered while others are being opened to commercial exploitation. Data from fishery managers and a regional workshop were used to assess the current problems, institutional constraints and solutions to the management of sea cucumber fisheries in 13 Pacific Island countries (PICs). Technical capacity was often strong for some management actions such as developing marine reserves but weak for others, such as enforcement. Using multi-disciplinary indicators, half of the fisheries were diagnosed by their managers as being overfished or depleted, despite evidence of optimistic bias. Fishery governance varied greatly among the PICs, and co-management frameworks were not typical of any cultural region. Management objectives were prioritised differently among managers but most highly ranked was to protect ecological resilience. The fishery managers proposed different sets of regulatory measures and various management actions, such as surveys to collect socio-economic and fishery-dependent data, support for local governance and strong enforcement – all widely under-practised. Pacific sea cucumber fisheries exemplify how the transition to an EAF by management institutions must involve reorganisation of their technical and human-resource capacities among management tasks. Levies on exports need to be internalised to fund improved management. Management agencies should consider a shift in resources from developing marine reserves, conducting underwater surveys and aquaculture-based restocking to strengthening enforcement capacity, stakeholder involvement and communication with fishers. In concert with these actions, short fishing seasons, shortlists of allowable species and tighter enforcement at export points may serve to turn the tide on boom-and-bust exploitation and safeguard biodiversity.  相似文献

European marine policies have recently been consolidated, and the scalar organisation of marine governance has been questioned. This paper examines this phenomenon in Europe as a result of implementation of the European Marine Strategy Framework Directive (MSFD) and examines changes in the role of the national state vis à vis other levels of jurisdiction in marine policy. The relevance of use pressures differs across European member states, as do national policy styles and institutional configurations. Therefore, a nuanced picture is needed regarding the ways European marine policy is being implemented. To this end, the paper employs a co-evolutionary perspective studying the cases of Germany, Spain and Portugal. European marine policy has become anchored in the most relevant policy fields except agriculture and fisheries, and competency regarding its environmental dimension has been strengthened, formalized and clarified as a result of the MSFD. Its implementation, tied to international marine protection, comes following initiatives to develop maritime economies. In Portugal, implementation of the MSFD did not change the scalar organisation of natural resource governance. In Spain and Germany, the MSFD led to disputes regarding clarification of competencies. In the course of implementing the MSFD in Germany, challenges are tied to the political dimensions of formalizing practices and producing integrated policies. In Spain and Portugal, comprehensive stock-taking is itself a challenging task.  相似文献

Commonly, the Baltic Sea is pictured as a proactive region with a long-standing tradition for cooperation and surrounded by the “greenest” EU countries. In contrast, southern countries often suffer from the “Mediterranean Syndrome” in which the heterogenous socio political situation is given as the “proof” that cooperation would not work. The Marine Strategy Framework Directive adopted by European Union in 2008 is an important step towards ecosystem-based marine management and provides a legal document suggesting marine regions as a scale for cooperation. In this paper, we aim to explore stakeholders׳ perspectives on key factors for good governance at the regional sea level covering the Eastern Baltic States and the south of France. We targeted a broad panel of professionals from different sectors with a political, economic or societal importance in the respective seas. We suggest that Baltic and Mediterranean stakeholders are going through very different stages of governance adjustment fitting the purpose of ecosystem-based marine management. Baltic institutions are well established, which in some way prevents structural analysis of whether the current governance model is the most appropriate reaching GES. In the Mediterranean, the EU strategies faces institutional challenges, which is leading stakeholders to think “out of the box” about what is really needed for implementing ecosystem-based marine management for this sea. It is suggested that a golden opportunity exists at present in the Mediterranean to create a regional platform of cooperation, not only to fit the MSFD implementation, but also to improve governance of the Mediterranean Sea and its environmental status.  相似文献
